There were many attacks on civil aviation facilities which occurred since the 1930s but the first recorded attack against the airport security occurred in 1970. Due to the extensive infrastructure, airports are susceptible to the occurrence of hazards especially acts of unlawful interference. The purpose of this article is the characteristics of airports in terms of possible threats. To accomplish this, the most important elements of airport infrastructure are characterized in the first part, which is followed by a presentation of selected acts of unlawful interference committed at airports. The last section of the paper contains most important results of the research regarding safety at airports in Poland from the passenger’s point of view.

Transport lotniczy jako element infrastruktury krytycznej, stanowi atrakcyjny cel ataku terrorystycznego, co powoduje konieczność utrzymywania odpowiedniego poziomu ochrony lotnictwa. Ważnym elementem ochrony jest system szkolenia personelu, w którym dokonywane są zmiany w odpowiedzi na dynamikę zagrożeń, w tym ewolucję w motywacji i modus operandi terrorystów. Wspomniana ewolucja zagrożeń bezpieczeństwa wynika z współczesnych procesów migracyjnych i przemian kulturowych, które sprzyjają radykalizacji i ekstremizmowi politycznemu. Celem artykułu jest zaprezentowanie i ocena zmian w Krajowym Programie Szkolenia w zakresie ochrony lotnictwa cywilnego, ze szczególnym uwzględnieniem wprowadzenia tematyki przeciwdziałania zagrożeniom wewnętrznym, w tym radykalizacji, wprowadzenia nowego szkolenia z zakresu cyberbezpieczeństwa, a także dotyczących rozszerzenia kategorii osób objętych szkoleniem z zakresu świadomości ochrony lotnictwa cywilnego.

Air transport, as a component of critical infrastructure, is an attractive target for terrorist attack, which makes it necessary to maintain an adequate level of aviation security. An important element of protection is the personnel training system, in which changes are made in response to the dynamics of threats, including the evolution in the motivation and modus operandi of terrorists. The aforementioned evolution of security threats is a result of modern migration processes and cultural changes that promote radicalization and political extremism. The purpose of the article is to present and evaluate the changes in the National Training Program on civil aviation security, with a particular focus on the introduction of the topic of countering internal threats, including radicalization, the introduction of a new cybersecurity training, as well as concerning the expansion of the categories of people covered by the training on civil aviation security awareness.
