Opole as a city and provincial capital of the region due to the lack of social, economic and cultural development became a closed city. Wanting to prevent this situation, authorities proposed change of administrative boundaries annexing several villages on the borders of the city. The villages annexed to Opole, in the original version, were five but ultimately only four municipalities were integrated.
