Early identification of people at risk of long-term unemployment and well selection of participants of active labour market policies are one of the main tasks of public employment services. The paper presents an innovative computer application called PROFIL, based on econometric modeling of procedures of unemployed profiling and targeting labour market programs. It enables early and accurate identification of individuals at high risk being left without a job long (based on many characteristics of these individuals, taking into account the conditions of the local labor market) and identifies actions that can be prevented.

Wczesna identyfikacja osób zagrożonych długotrwałym bezrobociem i trafny dobór uczestników aktywnych programów rynku pracy są jednymi z podstawowych zadań publicznych służb zatrudnienia. W artykule zaprezentowano innowacyjną aplikację komputerową o nazwie PROFIL, bazującą na ekonometrycznym modelowaniu procedur profilowania bezrobotnych i adresowania programów zatrudnienia. Umożliwia ona wczesną i precyzyjną identyfikację osób szczególnie zagrożonych długim pozostawaniem bez pracy (w oparciu o wiele cech tych osób przy uwzględnieniu warunków lokalnego rynku pracy) oraz wskazanie działań, które mogą temu zapobiegać.

Well targeted active labour market policies create better prospects for achieving higher net employment outcomes. The paper analyses two alternative approaches to targeting labour market programs and identifies their strengths and possible limitations. The first approach refers rather to equity and solidarity arguments while the second to efficiency matters. The article provides also an example of a good practise in the area of targeting labour market policy by describing a statistical support system which can predict the labour market outcome for each program and then suggest an optimal labour market program for each unemployed.

Prawidłowe adresowanie aktywnych polityk rynku pracy jest ważnym czynnikiem wpływającym na ich skuteczność w rozumieniu oddziaływania na zatrudnienie. Artykuł prezentuje ewolucję zagadnienia adresowania polityki rynku pracy, koncentrując uwagę na solidarnościowej i proefektywnościowej koncepcji alokowania bezrobotnych do programów zatrudnienia. Wskazuje argumenty za i przeciw ich stosowaniu. Artykuł zawiera również opis nowoczesnego narzędzia do adresowania polityki rynku pracy, bazującego na modelowaniu ekonometrycznym, które pozwala wybrać dla konkretnego bezrobotnego optymalną pod względem skuteczności formę wsparcia.
