For several decades heated discussion in Europe have continued on the causes, course and consequences of demographic changes. The dynamics of changes varies across the continent, but the direction is consistent. The analysis of transformations already recorded in the age structure of European societies and the available population projections, clearly indicates that many countries in the region are experiencing or will experience the increased dynamics of ageing of the population. This process from the economic perspective is seen mainly in terms of problems for economic growth and public finances. On the one hand, what raises fears are the increasing costs of maintaining a growing number of “non-productive” sectors of the population and aggravating social transfers through the system of public finance. On the other hand, low birth rates accompanied with the increasing duration of life, contribute to the emergence of labor shortages and the ageing. In search of answers to the question on how to sustain economic growth in the new demographic realities more and more attention is directed to the so-called silver economy, underlying positive approach to ageing population. Treating this process as an opportunity and not just a challenge stems from the belief that ageing societies will create new opportunities for economic development through the creation of demand for new products and services or their adaptation to the needs of the elderly, as well as increased activity of this group. The aim of this study is to present the essence of silver economy, which is a relatively new vision for Europe. The main premise of interest in this concept is growing awareness of inevitability of demographic changes among policy makers and researchers. In order to determine their scale and regional disparities were used actual data available and forecasting, prepared by the UN Population Department. The intention was to show the challenges and opportunities arising from changes in the age structure of the Old Continent. To achieve this objective the comparative analysis method and desk research were used. The first European experience with silver economy implementation suggests that an increase in the number of people as elderly in the population can become the beginning of a new path of development for businesses. In this paper the concept is acknowledged that development strategy taking into account the needs of an ageing population is conducive to improving the quality of life not only of the elderly, but also of other members of the population. The analysis draws on, among others, the Japanese experience as the confirmation. We must, however, remember that turning threats into opportunities requires an understanding of the essence of the relationship between the economics and the demography. For this reason part of the study was devoted to highlighting this very issue. In conclusion it can be stated that growth opportunities stemming from the ageing of the population will not be achieved automatically − the robustness in promoting the idea that older people constitute a valuable part of every society and the economy, is among critical factors. It seems that the silver economy is a good example of the economic system that allows the management of older labor. On the other hand it creates an innovative approach to meet not only the needs of the elderly, but also other social groups.

The article explores the issue of senior-oriented policy carried out in Łódź. Actions undertaken as part of this policy are especially crucial in contemporary times due to the major demographic changes occurring in the city. The article discusses selected demographic problems of the city, including the ageing of the society, showing their changeability in time and space. The juxtaposition of the spatial arrangement of the facilities which undertake actions benefitting the elderly with the areas of high concentration of seniors’ homes shows that the access to the former is satisfactory. On the other hand, taking into account the range of actions related to the senior-oriented policy, a unique innovativeness in regards to the issue does not appear to distinguish the city of Łódź from other cities.

For the purpose of this publication, current advertisements, in which there are protagonists symbolizing the older generation, were analyzed. In the publication the author presents the results of analyses of TV commercials broadcast from January 1 to May 15, 2018. The purpose of the observation was first of all to show the image of older people present in commercials and the visual and verbal means used for this purpose. The task of the analysis was also to present social roles assigned to the characters from commercials and the products (categories and sub-categories), which are positioned in these spots. The aim of the article is to show the marketing aspect of old age, which is the buyer model created in current commercials.

Artykuł podejmuje temat wzajemnych relacji między procesami demograficznymi (sta-rzeniem się społeczeństwa) a polityką państwa, w szczególności analizując, w jaki sposób państwo (w znaczeniu systemu prawno-politycznego) oddziałuje na procesy ludnościowe, a te z kolei wpływają na decyzje polityczne. Autorzy podejmują próbę odpowiedzi na pytanie, dlaczego i jak procesy demograficzne stają się przedmiotem polityki państwa, a tym samym przedmiotem procesu upolitycznienia. Artykuł stanowi próbę odpowiedzi na postawione pytania w ujęciu teoretycznym, odwołując się do koncepcji i terminów rozwijanych na gruncie politologii. Opracowanie składa się z czterech części. W pierwszej poruszony jest temat procesów demograficznych jako przedmiotu polityki państwa, druga przedstawia założenia i przebieg procesu upolitycznienia na przykładzie problemu starzejącego się społeczeństwa, w trzeciej podjęte są rozważania na temat wzajemnych relacji między procesami demograficznymi a polityką państwa, a część ostatnia opisuje możliwe narzędzia polityki demograficznej, jakimi dysponuje państwo.

Article discusses the relationship between demographic processes (aging of society) and state policy, in particular by analyzing how the state (as legal-political system) influences on the demographic situation, and this in turn has an impact on political decisions. The authors attempt to answer the question why and how population dynamics is the subject of state policy, and therefore subject to the process of politicization. This article attempts to answer the questions in theoretical terms, referring to concepts and ideas developed in the political science. The article consists of four parts. The first touches the topic of demographic processes as a matter of state policy, the second presents the assumptions and the process of politicization at the example of an aging population, the third discusses the mutual relationship between demographic processes and state policy, and the last part describes the possible policy responses to population decline and aging.
