Transformation of the Security System of Civil Airports in Terms of the Amendment of the Aviation Law

Civil airports are an important piece of critical infrastructure but are constantly vulnerable to acts of unlawful interference. Therefore, since the beginning of the development of aviation, they have been the subject of increased concern throughout the international aviation community. This is reflected in the regulations on civil aviation activities and their protection developed by the International Civil Aviation Organization (ICAO) and the European Union (EU). Poland has adopted all the regulations on civil aviation, including airport security, enacted by these two organizations. This was reflected in the amendment of the Polish Aviation Law. The purpose of this article is to present the changes in the responsibility for conducting security checks under the Aviation Law. The introduced changes in the civil aviation security system in the Republic of Poland, including the system of civil airport security, have not reduced the state of security. Nevertheless, it should be noted that each security service in the face of the same threat, differently assesses the need for security, which may result in different actions. This makes it all the more important to constantly monitor the relevant aviation authority and services overseeing the work of private security companies.

Od kilku lat z powodzeniem wdrażane są sokoły-roboty do odstraszania ptaków przelatujących nad lotniskiem. Są to zdalnie sterowane urządzenia latające, przypominające wyglądem, kolorem oraz stylem latania sokoła wędrownego, które emitują specyficzny dźwięk. Tego typu nowe urządzenia wdrażane są na lotniskach na różnych szerokościach geograficznych – przy równoległym funkcjonowaniu tradycyjnych form, tj. sokołów wędrownych. Nowe urządzenia powoli zdobywają rynek ze względu na swoją skuteczność, niskie koszty, funkcjonalność i brak odczuwania fizycznego zmęczenia. Można oczekiwać, że ten pozytywny trend będzie się szybko rozpowszechniał i niebawem stanie się bardziej masowym. Trzeba stworzyć system prawny, aby ptaki-roboty mogły podjąć pracę nad naszymi lotniskami.

For several years now, falcon-robots have been successfully implemented to deter birds flying over the airport. These are remotely controlled flying devices that resemble the appearance, color, and flying style of a peregrine falcon that emit a specific sound. The implementation of this type of new airport devices takes place at different latitudes with the use of traditional forms, i.e. peregrine falcons. These new devices are slowly gaining the market due to their efficiency, cost, functionality, and lack of physical fatigue. It can be expected that this positive trend in this area will spread quickly and become more massive soon. We need to create a legal system so that these robotic birds can start working at our airports.

Głównym celem badawczym niniejszego artykułu jest analiza współczesnego systemu organizacji bezpieczeństwa i ochrony w portach lotniczych w Polsce. Celem tekstu jest również przybliżenie czytelnikowi instytucji działających w portach lotniczych, które odpowiedzialne są za zapewnienie i utrzymanie wysokich standardów bezpieczeństwa. Analiza poparta jest przedstawieniem aktualnych przepisów międzynarodowych, europejskich oraz krajowych w tym zakresie. Autor wnioskuje, że poziom bezpieczeństwa w polskich portach lotniczych jest wysoki, a wpływ na ten stan ma efektywne zarządzanie systemem bezpieczeństwa i ochrony oraz wdrażanie i utrzymanie najwyższych standardów bezpieczeństwa ustalanych i rekomendowanych przez międzynarodowe organizacje lotnicze i instytucje działające w tym obszarze.

The main research purpose of this article is to analyse the contemporary system of safety and security organisation at airports in Poland. The aim of the text is also to familiarise the reader with institutions operating at airports, which are responsible for ensuring and maintaining high safety standards. This analysis is supported by the presentation of current international, European and national regulations in this area. The author concludes that the level of safety at Polish airports is high, and this condition is influenced by the effective management of the safety and security system, as well as the implementation and maintenance of the highest safety standards established and recommended by international aviation organisations and institutions operating in this area.
