The term “accountability” refers to a manner of assuming responsibility, in particular a relevant verifi - cation of particular actions and processes located in time and assigned to a concrete subject. Usu ally the following two types of accountability are identifi ed: inter-institutional (horizontal) accountability and electoral (vertical) accountability. Accountability applies primarily to the executive branch of government, but it is included in the much wider range of the accountability of the particular institutions of a political system. It constitutes an element of the quality of democracy. There have been oscillations in the level of accountability in the political system of the Polish Third Republic. It was lowered in the years 2007–2015 when symbiosis occurred among the establishment, the state bureaucracy, the business community, and public opinion polling institutions.

The article is an attempt to describe civilizational changes taking place in the world in the context of the increasing role of the Internet, new media and postmodernism. According to the thesis of Manuel Castells and Ulrich Beck many of the existing con-cepts typical for the period of modernization must be redefined, characterized by the dominance of the mass media. In this context, it refers to the new meanings of such terms as state government or the opposition, which gained globalized importance, as the cos-mopolitan state referred to by the U. Beck.

The right to oppose the current government is an indispensable element of the pluralist system of liberal democracy. A parliamentary opposition may function in various organisational forms. It comprises political groups and factions which do not participate in the formation of the government, adopt a critical attitude towards the programme of the executive branch, and offer alternative solutions with respect to programmes and the staffi ng of ministerial positions. This study of the three cases of the United Kingdom, Germany and France confirms that, besides the common attribute of representing a political orientation different from that of the current government, an opposition is distinguished by a set of specifi c features. Such features result from the type of a political system, political culture, the structure of a parliament, and effective procedures. In its activities, an opposition uses a collection of positive and negative measures.

The subject of this article are the conditions for the use of Polish masculine inanimate singular nouns in the accusative with the -a suffix as a systemic morphological characteristic of masculine animate nouns. The author proposes several ways to explain the reasons for this expansion. Theory wise, the study is based on the system-functional grammar as well as on the natural grammar. The emphasis is placed on the description of the grammatical system in the perspective of the speech activity of language users, focusing in particular on the principles of ergonomics and self-regulation. The author presents the current knowledge on Acc=Gen syncretism, and discusses a set of factors influencing the use of the accusative with the -a suffix in modern Polish: ergonomic, semantic, syntactic, frequency-driven and pragmatic.

Przedmiotem artykułu są uwarunkowania użycia polskich rzeczowników męskonieżywotnych liczby pojedynczej w bierniku z fleksją -a jako systemową charakterystyką morfologiczną rzeczowników męskożywotnych (męskoosobowych oraz męskozwierzęcych). Autor proponuje kilka sposobów wyjaśnienia przyczyn tego zjawiska. Pod względem teoretycznym badanie bazuje na gramatyce systemowo-funkcjonalnej, a także na gramatyce naturalnej: obydwie teorie kładą nacisk na opis systemu gramatycznego w perspektywie działalności mownej użytkowników języka, zwłaszcza przy uwzględnieniu zasad ergonomii i samoregulacji. Autor przedstawia aktualną wiedzę na temat synkretyzmu Acc=Gen, a także omawia zespół czynników wpływających na użycie biernika z fleksją -a we współczesnej polszczyźnie: ergonomiczny, semantyczny, syntaktyczny, frekwencyjny i pragmatyczny.

This article aims at showing the problem of alternation and continuation of power in the local government in Lower Silesia. It contains the analysis of the local elections of 2006, 2010 and 2014. After such an analysis, we get the answer to question if we can talk about oligarchy local government.

Artykuł podejmuje próbę ustalenia funkcji alternacji wokalnych i konsonantnych fonemów zarówno w morfemach rdzennych, jak też w morfemach derywacyjnych. Analiza ta została sporządzona według okresów rozwoju języka prasłowiańskiego. Wyodrębnia się je na podstawie zachodzących istotnych zmian fonologicznych głosek. W artykule szczególnej analizie poddane są formy osobowe czasowników, których temat zarówno w języku starosłowiańskim, jak i we współczesnych językach słowiańskich kończy się na tak zwaną samogłoskę tematyczną. Badaniem zostały objęte przeważnie wyrazy utworzone od rdzeni języka praindoeuropejskiego. O ich pochodzeniu świadczy fakt, że rdzenie te występują w wielu językach indoeuropejskich.

The paper attempts to determine the function of vocal and consonant alternations of phonemens in both root and derivational morfems. This analysis has been carried outby development periods of the Proto-Slavic language. Such periods are identified based on significant phonological changes of speech sounds. The paper includes a specific analysis of personal verb forms, whose stem ends in the so-called stem vowel in Old Church Slavonic as well as in modern Slavic languages.The research primarily encompassed the words derived from the roots of the Proto-Indo-European language. Their origin is confirmed by the fact that these roots are found in many Indo-European languages.
