Modern terrorism is often associated with Middle East Islamic fundamentalists. This association is a result of violent terrorist attacks that have been carried out in the past few years, in various forms and according to diverse methods. As a consequence, terrorism started to be perceived as a serious problem by the public. It is also the case in Poland, where real terrorist threats occur. The paper presents a multi-faceted assessment, with respect to substantive law and statistics, of the level of terrorist threats in Poland in the years 2010–2016, regarding specific threats as well as the response of special services. The results show that the level of terrorist threat in Poland is not high, even though terrorism encompasses a whole range of crimes penalised in many legal statutes. The high efficiency of Polish special services and the Polish police in this field results from them using in an effective way legally allowed measures of counteracting terrorism.

Artykuł zawiera rozpatrzenie problematyki terroryzmu z punktu widzenia kształtowania współczesnej przestrzeni zurbanizowanej jako tkanki odpornej. Badania zostały przeprowadzone w celu znalezienia rozwiązań dotyczących zasad projektowych dla miast odpornych. Wykorzystywanymi metodami badawczymi były: badania dokumentów oraz literatury, a także studia przypadków. Artykuł przybliża znaczenie pojęcia terroryzmu oraz problematykę związaną z jego definiowaniem, przedstawia początki istnienia tego zjawiska, wraz z jego ramową genezą, a także ukazuje strategię i taktykę ponowoczesnego terroryzmu. Ponadto w pracy ukazano oraz porównano rozwiązania antyterrorystyczne zastosowane w miastach, a także różnice między zabezpieczeniami antyterrorystycznymi wykorzystywanymi przez Amerykanów oraz przez Europejczyków. Dodatkowo w końcowej części artykułu przedstawione zostały formy ochrony antyterrorystycznej, jakimi dysponują Polacy. Wskazano również, jakie kwestie problematyczne wiążą się z tym tematem. Zakończenie artykułu podsumowuje analizy i badania zawarte we wszystkich częściach pracy oraz podkreśla, jak istotne jest zaplanowanie rozwiązań antyterrorystycznych w taki sposób, aby wkomponowywały się w przestrzeń publiczną miasta, jednocześnie tworząc w ten sposób przestrzeń bezpieczną dla jej użytkowników. Ponadto zwraca uwagę na to, aby w przyszłości wyciągać wnioski z doświadczeń i rozwiązań projektowych innych miast europejskich bądź światowych.

The article examines the issue of terrorism from the point of view of shaping contemporary urban space as a resistant space. Research was conducted to find solutions for design principles for resilient cities. The research methods were urban analysis, document and literature studies, as well as case studies. The article introduces the meaning of the concept of terrorism and the issues related to its definition, presents the beginnings of the existence of terrorism along with the framework genesis of the phenomenon, as well as presents the strategy and tactics of post-modern terrorism. In addition, the article presents and compares anti-terrorism solutions in cities, as well as the differences between anti-terrorism safeguards used by Americans and Europeans in urban space. In addition, the final part of the article contains a reference to the current situation in Poland, which is a presentation of what forms of anti-terrorism protection Poles have and what are the problematic issues related to this topic. The end of the article summarizes the analysis and research contained in all parts of the work and emphasizes the importance of planning anti-terrorism solutions in such a way that they blend into the public space of the city, thus creating a safe space for its users. In addition, it draws attention to drawing lessons from the experience and design solutions of other European or global cities.
