Autor podjął próbę opisania i zaprojektowania procesu wydawania decyzji administracyjnej w jednostce samorządu terytorialnego. Celem opracowania jest próbą pokazania projektowania części struktury organizacyjnej o nazwie proces wydawania decyzji administracyjnych na przykładzie jednostki samorządu terytorialnego z wykorzystaniem programu ArchiMate 2.0 [https://www.opengroup.org/archimate/2.1/ArchiMate2_intro.pdf]. Badany proces został opracowany na podstawie obserwacji uczestniczącej w wydawaniu decyzji administracyjnych w Wydziale Ewidencji Pojazdów i Kierowców. Autor podkreśla, że bardzo ważnym elementem w zarządzaniu organizacją publiczną jest możliwość stworzenia adekwatnej architektury zarządzania jednostką sektora finansów publicznych, tak, aby mogła ona skutecznie realizować cele i zadania wynikające z przyjętej strategii.

The author has made attempt to describe the design and the process of issuing an administrative decision in a local government unit. The main of this paper objective is an attempt to present the design part of the organizational structure called the process of issuing administrative decisions on the example of local government units using the program ArchiMate 2.0 [https://www.opengroup.org/archimate/2.1/ArchiMate2_intro.pdf]. The example process is based on participant observation in issuing administrative decisions in the Department of Registration of Vehicles and Drivers. The author stresses that a very important element in the management of public organization is the ability to create adequate management architecture unit of the public finance sector, so that it can effectively implement the objectives and tasks arising from the strategy.
