W artykule poruszono problem badawczy związany z oceną opłacalności inwestycji w infrastrukturę energetyki wiatrowej. Zgodnie z założeniami polityki energetycznej Unii Europejskiej energia wiatrowa ma pełnić kluczowe znaczenie w bilansie energetycznym, a jej udział w strukturze produkowanej energii ma stanowić 15%. Niemniej jednak instalacja urządzeń energetyki wiatrowej zdeterminowana jest różnymi uwarunkowaniami. Istotną kwestią jest ocena opłacalności projektów wiatrakowych z różnych perspektyw: inwestor, gmina, mieszkańcy. Jak również w trzech aspektach finansowym, ekonomicznym i społecznym.

The article addresses the issue of research related to the evaluation of the profitability investment in wind energy infrastructure. In line with the Energy Policy of the European Union in the field of renewable energy sources. Wind energy assumed key importance in the energy balance. Its share in the structure of energy produced is up 15%. However, installation of wind power is determined by the prevailing circumstances. An important issue is to assess the profitability of wind projects from different perspectives: investor, municipality, residents. As well as the three aspects of financial, economic and social.

Public space is an important element of urban structure, playing various spatial, social and economic roles in towns/cities. Its quality influences the quality of life of the inhabitants and the attractiveness of the town as a whole. Public space located in town center is the most representative of its identity and image, and also serves multiple functions and activities. The quality of urban space depends on different factors, which have been discussed in professional literature for the last few decades. The author of this paper developed a model for assessment of the quality of public space in town centers based on studies of methods already used in Poland and abroad, and the analysis of trends and ideas which should be taken into consideration while constructing a set of criteria for assessment methods. The main goal of this paper is to present the methodology of research on the quality of public space in town centers using this model. An important element of the model is the proposed method of delimiting the research area – the town center – based on identification of key public space of a town. The model comprises three methods, which can provide valuable information on the quality of public space, and also serve as a basis for constructing ratings of towns in each of these methods and the model as a whole. The research conducted using this model in chosen medium-sized towns of the Łódź region showed that the results of ratings obtained using particular methods and the whole model coincide with subjective opinions on public space in town centers given by its users and professionals evaluating it.

Vulnerability assessment is a crucial aspect for the development of methodologies to define the levels of protection in critical infrastructures. Throughout this research, we discussed the concept of vulnerability and methodologies and processes for its assessment in critical infrastructures due to a terrorist threat. The research focused on the development of an analysis model, exploring a multi-criteria decision method, in order to limit the risks to the maximum extent possible. Through a qualitative research methodology, in which we applied an analysis model based on the Threat and Infrastructure dimensions and their respective factors, we verified that the vulnerability of a critical infrastructure consists in the probability of the success of an attack, conducted by a threat - properly identifi ed, characterised, analysed and categorised - against an infrastructure with certain characteristics, which value is defi ned by the user and aggressor’s point of view. The construction of an algorithmic model for vulnerability assessment, complemented by tools to support the calculations and records, allows, through a rational, scientific and algebraic process, a qualitative analysis of factors to be transformed into measurable and quantifi able values, whose algebraic operation integrates them into a final result that expresses, as a percentage, the degree of vulnerability of a critical infrastructure facing a terrorist threat.
