The main aim of this article is a description of the barriers, errors and noises, that occur in the process of political communication. The factors that disturb effective process of political communication are: cultural, psychosocial, formal and linguistic barriers. Political communication is also made difficult by wrong use of verbal or nonverbal messages. In the literature on the subject the barriers in the process of political communication are referred to as a noise. Depending on the source from which it comes, there are three types of noises: external, internal and semantic.

Osoba z niepełnosprawnością może prowadzić działalność gospodarczą na własny rachunek. Ważnym wsparciem niepełnosprawnych w tym zakresie jest: możliwość otrzymania dotacji ze źródeł publicznych na rozpoczęcie działalności gospodarczej (lub rolniczej), dofinansowanie do oprocentowania kredytu bankowego, skorzystanie z przywilejów podatkowych oraz pomoc rzeczowa. Kwestia udzielania powyższej pomocy została uregulowana w przepisach ustawy o rehabilitacji zawodowej i społecznej oraz zatrudnianiu niepełnosprawnych, która podaje, iż środki mogą pochodzić z Państwowego Funduszu Rehabilitacji Osób Niepełnosprawnych bądź samorządu terytorialnego (powiat i gmina). Wsparcie nie ogranicza się wyłącznie do jednostek rozpoczynających działalność gospodarczą, ale może być udzielane również osobom, które już ją prowadzą. Z wypowiedzi udzielonych przez przedsiębiorców wynika, iż napotykają oni na różnego rodzaju bariery, które nie są uwarunkowane niepełnosprawnością. Do wad takiej działalności zaliczają: biurokrację, brak czasu, stres i niepewność. Natomiast wśród wymienionych zalet znalazły się: samodzielność i samorealizacja, kwestia finansowa oraz „pewność zatrudnienia”.

Person with disability can conduct own business activity. An important support in this field is: possibility to receive a grant to start-up business or agricultural activity, funding to bank loan interest, use of tax privileges and material help. The issue of above help was regulated in provisions to the Act about social and professional rehabilitation as well as employment persons with disabilities. Provisions of the Act indicate that centers from Rehabilitation National Fund of Persons with Disabilities are the source of this support, and also besides National Fund the agency providing assistance can be the Local Selfgovernment (district and municipality). This help isn’t limited exclusively to support persons with disabilities starting their business activity, but can also be granted to persons with disabilities, who already lead or continue business activities. From statement given by entrepreneurs with disabilities results that they come across different types of barriers, which in the majority doesn’t result from their disability. To defects of such activity they rank among others: bureaucracy, lack of time, stress, uncertainty. Among mentioned virtues are: self-reliance and self-realization, financial matter and “security of employment”.

Polskie Towarzystwo Turystyczno Krajoznawcze już od 40 lat stara się pomóc osobom niepełnosprawnym w realizacji krajoznawczych i turystycznych marzeń, proponując różne formy aktywności turystycznej. To turystyka buduje emocjonalną więź z krajobrazem, z Polską, z osobami wędrującymi i osobami mieszkającymi w odwiedzanych regionach. Na szlaku każdy jest równy wobec przyrody i innych ludzi. Sprzyja to integracji osób niepełnosprawnych z całym społeczeństwem i wymusza eliminację wszelkich barier. Artykuł przedstawia różnorodność działań podejmowanych przez Towarzystwo w zakresie turystyki osób niepełnosprawnych.

PTTK (Polish Tourist and Sightseeing Society) already for 40 years has been trying to help disabled people to fulfill their sightseeing and tourist dreams, offering various forms of touristic activity. It is tourism that builds emotional bonds with the landscape, with Poland, with people who wander and people inhabiting the regions you visit. On the tourist route, everyone is equal in the face of nature and other people. It facilitates the integration of the disabled with all the society and necessitates the elimnation of all barriers. The article presents the diversity of actions undertaken by the Society in the area of tourism for the disabled.
