This paper provides a study of the evolution of common finances of the European Union (or European Communities). The development over time is presented and motivations for introduced changes, as was for instance the introduction of the multiannual financial perspective, are studied. Current procedure of accepting the annual budget and the multiannual financial framework is described. In the last part, patterns of changes in expenditures over time are analyzed; in particular, period 1988- 2020 is discussed.

W oparciu o przepisy rangi konstytucyjnej ustaw zasadniczych państw Unii Europejskiej przy pomocy metody prawnoporównawczej i częściowo prawnodogmatycznej artykuł przedstawia zakres i głębokość polskiej regulacji na tle unijnym wykazując, że może ona uchodzić za obszerną, przede wszystkim z uwagi na wprowadzenie specjalnego trybu ustawodawczego uwzględniającego udział obu izb parlamentu i głowy państwa, co jak widać regułą nie jest. Również pozostałe omówione przepisy, szczegółowo określające podmioty biorące udział w opracowaniu budżetu państwa, terminy proceduralne oraz zasady związane z równowagą budżetową nie są normą w materii konstytucyjnej, zwykle bardziej lakonicznych w tym zakresie, państw Unii Europejskiej.

Based on the provisions of the constitutional rank of the basic laws of the European Union countries, with the help of a comparative and partly legal-dogmatic method, the article presents the scope and depth of the Polish regulation against the EU background, showing that it can be regarded as extensive, primarily due to the introduction of a special legislative mode taking into account the participation of both chambers of parliament and the head of state, which, as can be seen, is not the rule. Also the remaining discussed regulations, which define in detail the entities participating in the elaboration of the state budget, procedural deadlines and principles related to the budgetary balance, are not the norm in the constitutional matter, usually more laconic in this respect, of the European Union countries.
