Cities, Transnational Law, and COVID-19

This paper aims to point to the transition from international law to transnational law that, on the one hand, is caused, and on the other, is strengthened by the growing role of cities in the fight against COVID-19. Various interactions between cities and other international actors give rise to new trends and challenges on the international plane. One of such terms, transnational law, refers to developments beyond the nation-state and includes “all law which regulates actions or events that transcend national frontiers”. It is characterized by a plurality of overlapping normative systems and a growing role of new actors in the international arena, which are cities. The authors give examples of cities bypassing or complementing states with special emphasis on European cities (Polish including) as well as of cities’ transnational cooperation to fight COVID-19 pandemic, filling the gaps in inter-governmental multilateral cooperation.

Artykuł przedstawia postać Władimira Demichowa, Rosjanina żyjącego w latach 1916-1998, którego osiągnięcia w zakresie doświadczalnego przeszczepiania narządów w znaczący sposób wpłynęły na rozwój transplantologii. Demichow jako pierwszy na świecie wykonał zakończone sukcesem eksperymenty na psach, polegające na ortotopowym przeszczepieniu serca, serca i płuc oraz płuca, a także przeprowadził rewaskularyzację serca z wytworzeniem pomostu aortalno-wieńcowego. Jego prace stały się inspiracją dla chirurgów, takich jak Wasilij Kolesow i Christiaan Barnard, którzy w późniejszych latach tworzyli fundamenty kardiochirurgii i transplantologii.

The article presents the life and achievements of Vladimir Demikhov, an outstanding Russian surgeon (1916-1998) whose experiments with organ transplantation had a strong effect on the development of transplantology. He was the first surgeon in the world who performed the successful orthotopic transplantation of the heart, moreover, the heart and lungs. He also carried out the aortocoronary bypass for heart revascularization. His works became inspiration for such pioneers of cardiac surgery and transplantology as Vasilij Kolesov and Christiaan Barnard.

Niniejszy artykuł koncentruje się na analizie zmian dostępności transportowej w skali regionalnej w ujęciu indywidualnego transportu samochodowego na skutek wprowadzenia do regionalnej sieci drogowej południkowych obwodnic Łodzi. Zmiany określono na podstawie pomiarów dostępności czasowej oraz potencjałowej przeprowadzonych dla sieci przed i po implementacji odcinków obwodnicowych. Wyniki zaprezentowano w ujęciu względnym i bezwzględnym dla każdej z 4956 jednostek osadniczych i 177 gmin województwa łódzkiego. Stwierdzono, że budowa autostrad i dróg ekspresowych, a szczególnie tych, które stanowią odcinki omijające duże ośrodki miejskie, przyczynia się do zwiększenia spójności terytorialnej regionu oraz zwiększenia dostępności obszarów peryferyjnych, a wielkość oraz zasięg przestrzenny oddziaływania inwestycji drogowych jest wyraźnie zróżnicowany.

This paper focuses on the changes in transport accessibility at the regional scale in terms of individual car transport due to the introduction to the regional road network of the bypasses of Łódź in the meridian course. The changes are determined on the basis of measures of the time and potential accessibility of the network, conducted before and after the ring roads were implemented. The results are presented in both relative and absolute terms for each of the 4956 settlement units and 177 communes of the Łódź region. The author determines that the construction of motorways and expressways, especially those representing bypasses of large urban centres, helps to increase the cohesion of a region and increase accessibility of peripheral areas, while the size and spatial extent of the impact of road investments are clearly differentiated.
