The aim of the article is to evaluate the changes introduced by the Strategy for Development of the Commune Topólka for 2002-2017. It has been assumed that the strategy had been implemented without any major obstacles. The researchers used the case study method, which is one of the basic tools for checking quality. A group of one hundred residents has been appointed to provide feedback on the development of their community. They were presented with a questionnaire consisting of nine questions. More than sixty-six (66.8%) percent of the polled admitted they had no knowledge about the Strategy for Community Development. The most urgent problems mentioned by the group are: high unemployment rate (59.3%), many houses having no access to the main sewer system (42.9%), poor road condition and the absence of footpaths (33%), wasting the region's tourism potential due to poor publicity and infrastructure (31.9%), transportation shortcomings (33%), and alcoholism (31.9%). The research proves that although the Strategy for Community Development does include the operation and strategic goals, it does not specify any useful measurement instruments. Unfortunately, the operation of the Strategy has not been monitored closely, therefore the authorities were not able to provide any positive or negative evaluation.

Celem artykułu jest prezentacja i ocena stopnia realizacji zadań urzędu gminy w aspekcie zdefiniowanej Strategii Rozwoju Gminy Topólka na lata 2002-2017. W badaniach założono hipotezę badawczą, że gmina realizuje zadania zgodnie z Strategią Rozwoju. W pracy zastosowano studium przypadku, które jest jedną z podstawowych metod badań jakościowych W celu uzyskania opinii mieszkańców na temat rozwoju gminy przeprowadzono badania wśród grupy stu mieszkańców. Narzędzie badawcze stanowił kwestionariusz ankiety obejmujący dziewięć pytań, Spośród wszystkich badanych 66,8% respondentów stwierdziło, że nie posiada wiedzy na temat dokumentu Strategii. Według badanych najważniejsze problemy, jakie istnieją na terenie gminy, to: bezrobocie (59,3%), brak kanalizacji (42,9%), zły stan dróg i brak chodników (33%), słabo rozwinięta baza turystyczna i rekreacyjno-wypoczynkowa (31,9%), połączenia komunikacyjne (33%), alkoholizm (31,9%). Badania wykazały, że w strategii rozwoju gminy określono cele operacyjne i zadania strategiczne nie definiując wskaźników ich pomiaru. Z uwagi na fakt, iż gmina nie prowadzi systemu monitorowania strategii nie było podstaw odniesienia się do bieżącego uzyskania informacji w tym zakresie.
