W artykule przedstawiono realne i potencjalne wyzwania, które stoją przed Unią Europejską w okresie zmian cywilizacyjnych. Szczególną uwagę zwrócono na zagrożenia wynikające z antropogenicznego obciążenia środowiska przyrodniczego. Wskazano narzędzia, które należałoby podjąć w perspektywie finansowej 2014-2020 od idei zrównoważonego rozwoju i koncepcji zielonej gospodarki do pakietu energetycznoklimatycznego. Obszerniej zaprezentowano problem kształtowania odporności na globalne zagrożenia w kontekście szacunku kosztów działań Unii Europejskiej na rzecz ochrony klimatu w okresie do 2030 roku.

In modern history, global threats have never been visible to such an extent as at present. For several years, fifty global threats have been analysed for the needs of the World Economic Forum in Davos. The number of these threats is not decreasing, yet the degree to which some of them affect us does seem to change. Global threats are becoming a great challenge for management sciences. There emerged an urgent demand for design methods, processes and instruments of management. The paper presents examples of threats that are present in each element of the macrosystem: economy-society-environment-informationinstitutions, as well as the factors influencing the resistance of organisational units to these threats. As the key instrument, the national strategy for enhancing resistance to global threats is discussed. The strategy ought to constitute a collection of several strategies and detailed programmes, e.g. it needs to address the issue of climate change, long-term national spatial policy, or a programme of counteracting social exclusion and poverty.
