The issues related to crisis management can be considered taking a multidimensional perspective. It is a set of various actions, which play the fundamental role in eliminating threats and counteracting them when they result in crisis situations. Crisis management can also be treated as a system designed to ensure the consistent and transparent functioning of numerous elements and institutions, often forming complex systems and subsystems that interact between each other to achieve the basic objective of protecting the population. Crisis management is understood as a response to a crisis situation characterized by strictly defined parameters, which provide the basis for devising relevant activities. This approach is adopted in the response phase of crisis management.

The purpose of this article is to analyze general framework of NATO’s response to complex, non-military crises. The study will be conducted in the context of transforming security environment. The question of NATO’s doctrines and modus operandi will be raised to examine the operational patterns in several types of non-military contingencies. The main emphasis is put on disaster relief and the NATO’s specialized unit – Euro-Atlantic Disaster Response Coordination Centre. Its origins and selected instances of operations are followed through with the aim to explore the question of NATO’s usefulness in challenging contemporary security threats. The author attempts to prove, that due to the complex and constantly changing nature of international system, NATO still has necessary means to be crucially important, and effective actor to provide security. The paper does not contend to status of a comprehensive study, due to the extensity of subject matter. It examines one element, although, as far as author’s opinion is concerned, the one of great importance to the whole subject.

Uregulowane prawnie procesy planowania obronnego i cywilnego powinny w skuteczny sposób przygotowywać struktury państwa do funkcjonowania zarówno w czasie pokoju i zagrożeń zewnętrznych, jak i w maksymalnie skuteczny sposób umożliwiać reagowanie w sytuacjach kryzysowych. Wskazanie podmiotów uczestniczących w tych procesach i zawartości poszczególnych planów i programów niewątpliwie wyeliminowało wiele problemów organizacyjnych i decyzyjnych. Analiza procesów mających wpływ na przebieg planowania obronnego wykazała, że bezpieczeństwo państwa nie zawsze jest zasadniczą kwestią dla polityków, a troska o niezakłócone funkcjonowanie procesu planowania staje się nieistotna. Nieprzestrzegane są przez podmioty odgrywające zasadniczą rolę w procesie planowania obronnego terminy i postanowienia aktów prawnych wpływających na cykl planowania strategicznego w państwie.

Legally regulated processes of defence and civil planning should effectively prepare the structures of the state to function both in times of peace and external threats, as well as to respond to crisis situations in the most efficient way. Indication of entities participating in these processes and the content of individual plans and programmes undoubtedly eliminated many organizational and decision-making problems. Analysis of processes affecting the course of defence planning has shown that state security is not always a fundamental issue for politicians, and care for the undisrupted functioning of the planning process becomes irrelevant. The deadlines and provisions of legal acts influencing the cycle of strategic planning in the state are not respected by entities playing an essential role in the process of defence planning.
