The article is devoted to issues of empowerment of citizens in the process of crisis management. The role of citizens in this process was analyzed from the research perspective based on functional approach to crisis management. The indication of the functions allowed to specify the objectives, methods of implementation and entities implementing particular activities within crisis management process. Special attention was paid to the role of Volunteer Fire Brigades in crisis management, perceiving their activities as vital part of empowering citizens in the process of social participation for civil security.

Education, which is the subject of education for security enables the development of various forms of human behavior. Majority of Roma people are generally perceived as a homogeneous group which is different and lives on the margins of society. Social exclusion and discrimination of Roma in public affairs is an important factor influencing the access of Roma to employment, education, culture and other public services. The problem of the Roma is one of many themes that resonates in our society. It is not only Slovak problem, but also worldwide, but mainly European. I travel abroad seeking access to this ethnic group.

This article presents fundamental issues related to the process of planning scientific research in security sciences based on methods belonging to operational research. Operational research is one of the areas that are intensively developed and implemented towards security and performance improvement in areas such as planning, organizing, implementing or controlling various types of projects. Therefore, issues related to operational research, its methodological foundations, and the use of network programming methods in the field of planning research process required a broader explanation in the context of security sciences. As a consequence, a reference to the decision model was made. It was stated that each decision related to security research increases the demand for methods of analysis and objective assessment. Each undertaking, in particular this related to security research, is associated with specific goals, the achievement of which requires possession of appropriate forces and resources. This study refers to the essence of project implementation time, which is very often limited and can be used in a variety of ways, which is determined by the specific conditions in which the technical, organizational or other activities are carried out. As a consequence of the above, it is stated that the research process is characterized by conducting a sequence of activities aimed at achieving research goal, solving research problem or verifying hypothesis within a specified time frame. It is also stated that each research process has a specific duration and one can be tempted to state that it is usually unique.

In Iceland, since 2008, there has been a centralisation and coordination of forces and resources needed to protect the population and civil security. Duties in the fi eld of civil protection at the national level are delegated to the National Police Chief, who acts in accordance with the government’s policy of civil protection and security. The system’s reliability has been achieved thanks to the close cooperation of offi cials from many levels of government and self-government administration, which is overseen by the National Police Chief.

The article analyses the Polish political thought after 1989 concerning the local self-government. Attention was drawn to various currents of the Polish political thought, such as liberalism, conservatism, the teaching of the Church, social democracy or nationalism. Particular attention was paid to the role of the self-government in building civil society and to the forms of citizen participation. According to the main hypothesis, the activity of the local self-government is generally accepted. The self-government is an important element of political projects and is considered an important element of civil security and plays an important role in building the civil society. The thought of Charles Taylor “the atrophy of the self-government constitutes a danger for the stability of the liberal society and in the consequence for the freedom protected by it” suited undoubtedly the liberals and the representatives of other political trends

The public sector across Europe and elsewhere was affected by the economic crisis which fully unfolded in 2008. Considerable attention has been paid in the literature to the impacts of related budgetary cuts on social welfare, while some other areas remain largely under-researched. One of such areas is the so-called civil security, where no such endeavour has been attempted so far. In order to fill this gap, the paper examines the civil security systems of Central European countries (Czech Republic, Slovakia, Poland and Hungary), employing a qualitative comparative analysis. Taking on the systems perspective, the article inquires how the stress posed by the economic crisis affected the civil security systems - their structure and financing. The paper builds on the findings from a 7th FP project, “ANVIL”, within which data on civil protection and disaster management systems were collected.

One of the priorities of the cooperation of the Baltic countries regarding security is the creation of the integrated marine surveillance network and monitoring by the means of the cooperation of domestic systems. Its task is to ensure the conditions of the safe use of sea resources and the protection of marine frontiers. It is particularly important for the protection of sailing, immigration, fishing, sea waters against pollution as well as for the control and execution of sea law and international security. An example of such an initiative may be SUCBAS (Sea Surveillance Cooperation Baltic Sea). Its aim is to have a direct impact on the improvement of sea security of the signatories’ countries in the military, economic and environmental aspect through rising the awareness of the sea situation and to draw a cooperation concept, establish security rules, exchange information and obtain technical solutions that will make it possible to exchange data automatically.

Jednym z priorytetów współpracy krajów Regionu Morza Bałtyckiego w zakresie bezpieczeństwa jest stworzenie zintegrowanej sieci nadzoru i monitoringu morskiego poprzez współpracę krajowych systemów. Jej zadaniem jest zapewnienie warunków bezpiecznego korzystania z mórz i ochrona granic morskich UE. Ma to szczególne znaczenie dla bezpieczeństwa żeglugi, imigracji, rybołówstwa, ochrony wód morskich przed zanieczyszczeniami, kontroli i egzekwowania przepisów morskich oraz bezpieczeństwa międzynarodowego. Przykładem takiej inicjatywy jest SUCBAS (Sea Surveillance Cooperation Baltic Sea). Jej celem jest uzyskanie bezpośredniego wpływu na poprawę bezpieczeństwa morskiego krajów sygnatariuszy w aspekcie militarnym, ekonomicznym oraz środowiskowym poprzez zwiększenie świadomości sytuacji morskiej oraz opracowanie koncepcji współpracy, określenie zasad bezpieczeństwa, wymiany informacji oraz pozyskanie rozwiązań technicznych umożliwiających automatyczną wymianę danych.
