Występowanie zjawiska koabitacji w miastach województwa zachodniopomorskiego

The provisions of individual electoral law, and after the 2011 Code of Elections to a large extent determine the functioning of local self-government, including communal. It influenced a number of relations between the executive body and the controlling entity. This leads indirectly to the emergence of coexistence in municipalities - the situation in which the mayor derives from a different political option than the majority in the council. The aim of the study is to analyze the results of municipal elections in the communes of Western Pomerania voivodship in the years 2006-2014, in terms of the scale of coexistence. The study was conducted in 65 cities, including three cities with district rights - Szczecin, Koszalin and Swinoujscie.

Przepisy poszczególnych ordynacji wyborczych, a po 2011 Kodeksu wyborczego, w dużym stopniu determinują funkcjonowanie samorządu terytorialnego, w tym gminnego. Wpływały i wpływają na relacje między organem wykonawczym, tj. wójtem, burmistrzem lub prezydentem miasta, a stanowiąco-kontrolnym, czyli radą gminy (miasta). Prowadzą też niekiedy do pojawienia się koabitacji, czyli układu, w którym wójt, burmistrz lub prezydent miasta wywodzi się z innego środowiska politycznego niż większość w radzie. Celem pracy jest analiza wyników wyborów samorządowych na poziomie gminnym w miastach województwa zachodniopomorskiego w latach 2006–2014 pod kątem występowania zjawiska koabitacji. Badaniu poddane zostały elekcje w 65 miastach, w tym w trzech miastach na prawach powiatu – Szczecinie, Koszalinie i Świnoujściu.
