Obecnie na rynku istnieje wiele aplikacji mobilnych, pracujących w zintegrowanych systemach sterowania automatyki budynkowej. Autor, chcąc przejść o krok dalej, postanowił rozszerzyć standardowy sposób kontroli urządzeń elektrycznych o możliwość dwukierunkowej komunikacji werbalnej. Dzięki temu, oprócz standardowej procedury sterowania przyciskami funkcyjnymi, proces ten może być realizowany z wykorzystaniem komend głosowych wydawanych przez operatora. Aplikacja, dedykowana na platformę systemową Android, została zaprojektowana w taki sposób, aby operatorem mógł być każdy człowiek, niezależnie od wieku, płci czy barwy głosu. Dodatkowo, po dokonaniu stosownej konfiguracji urządzenia mobilnego, istnieje możliwość wydawania komend głosowych w bardzo szerokiej gamie języków obcych. Ponadto interfejs użytkownika pozwala na usłyszenie odpowiedzi zwrotnej, dotyczącej poprawności wykonania danej komendy. Ta funkcja została zrealizowana z zastosowaniem wbudowanego syntezatora mowy.

Currently, there are many mobile applications working in integrated building automation control systems. The author, attempting to go a step further, decided to extend the standard method of electrical devices controlling by adding the possibility of two-way verbal communication. Thanks to this, in addition to the standard procedure of the function keys controlling, the control process can be carried out using the voice commands issued by the operator. The application dedicated to the Android system platform has been designed in such a way that it can be operated by any person regardless of their age, gender or voice tone. Additionally, after making the appropriate configuration of the mobile device, it is possible to issue voice commands in a very wide range of foreign languages. In addition, the user interface allows you to hear a response regarding the correctness of the given command. This function has been implemented using a built-in speech synthesizer

The paper dealt with the issue of crisis management, in a small non-profit organization (NGO). NGO and its crisis are not classically defined here with its strategic plan. It is designed SQUID control method for solving the crisis. This method replaces the Balanced Scorecard method to small NGOs. There are shown the potential benets of fundamental crisis for NGOs. Crisis management and crisis benets are demonstrated in the Lachian company.

V článku je řešena problematika krizového řízení malé nestátní neziskové organizace (NNO). Je zde definována neklasicky NNO a její krize pomocí strategického plánu. Dále je navržena metoda SQUID control pro řešení krize. Tato metoda nahrazuje metodu Balanced Scorecard na malých NNO. Jsou zde ukázány základní možné přínosy krize pro NNO. Krizové řízení a přínosy krize jsou demonstrovány na Lašském společenství, o. s.

The subject matter of this article concerns the objection as a very new court control system of appeal against sentence in administrative procedure. The above-mentioned issue does stem from novelisation of administrative proceedings which are regulated in Act of 1 June 1960. The content of this study encompasses the premises for objection on decision and focuses on changes of the Polish Administrative Code from 2017. First of all, the author describes the objection, specially its form and legal character. In the further part, the paper focuses upon on differences between the objection on decision and complaint about the court's judgment known from the old legal status. Attention was also paid to the problem of the acceptability of objection which is based only on decision regulated in Art. 138 § 2 of the Polish Administrative Code. In addition, the author raises a very important issue of jurisdiction of the Voivodeship Administrative Court in this case.

Tematem niniejszego artykułu jest nowy środek kontroli decyzji administracyjnej, który wszedł w życie wraz z nowelizacją Kodeksu postępowania administracyjnego z 2017 r. Nową instytucją prawną, nieznaną wcześniej procedurze sądowoadministracyjnej, jest sprzeciw od decyzji. Ustawodawca uregulował ten środek prawny przepisami ustawy z dnia 14 czerwca 1960 r. – Kodeks postępowania administracyjnego oraz ustawy z dnia 30 sierpnia 2002 r. – Prawo o postępowaniu przed sądami administracyjnymi. Ze względu na to, że obie ustawy są autonomiczne dla sprzeciwu, ustawodawca również postanowił, że w przypadku sprzeciwu należy stosować przepisy o skardze ze stanu prawnego sprzed nowelizacji, jeżeli przepis szczególny nie stanowi inaczej. Niniejsze opracowanie zawiera analizę nowego środka prawnego, jakim jest sprzeciw. Ponadto zostaną wskazane podobieństwa i różnice wynikające z porównania go ze skargą do wojewódzkiego sądu administracyjnego. Analiza obejmuje zakres podmiotowy i przedmiotowy sprzeciwu, w szczególności przesłanki jego wniesienia przez uprawnione podmioty.

W przeszłości głównym zadaniem sił zbrojnych było przede wszystkim zapewnienie bezpieczeństwa militarnego w ujęciu obrony niepodległości, suwerenności i integralności terytorialnej państwa. Jednak współcześnie w wymiarze narodowym i międzynarodowym ich zakres zadań zdecydowanie uległ poszerzeniu o przedsięwzięcia z zakresu wsparcia organów administracji publicznej i społeczeństwa w sytuacjach kryzysowych. Wynika to z faktu, iż siły zbrojne, posiadają unikatowe, niespotykane w innych siłach reagowania możliwości podejmowania skutecznych działań w wypadku wystąpienia zróżnicowanych sytuacji kryzysowych. Tak więc stały się ważnym wzmocnieniem sytemu zarządzania kryzysowego i ochrony ludności. Często mogą one stanowić główny element wsparcia organów administracji publicznej (rządowej i samorządowej) w rozwiązywaniu powstałej sytuacji kryzysowej. Ważnym czynnikiem skuteczności ich działania w ramach pomocy społeczeństwu jest tzw. system zarządzania kryzysowego w resorcie obrony narodowej. Struktura tego systemu jest ściśle powiązana z funkcjonującym systemem kierowania i dowodzenia.

In the past, the main task of the Armed Forces was primarily to ensure military security in terms of defense of independence, sovereignty, and territorial integrity of the state. However, nowadays, in the national and international dimension, their scope of tasks has been expanded to include projects in the field of supporting public administration bodies and society in crisis situations. That is due to the fact that the Armed Forces have unique, unprecedented in other response forces, opportunities to take effective action in the event of various crises. Thus, they have become an important enhancement of the crisis management system and civil protection. They can often constitute the main element of support for public administration bodies (central and local government) in solving emerging crisis situations. An important factor in the effectiveness of their actions in helping the society is the so-called crisis management system in the Ministry of National Defense. The structure of this system is closely related to the functioning control and command system.
