Dotyczy ona tak zwanego "szwedzkiego modelu" gospodarki. Autor twierdzi, że w procesach jego budowy zazwyczaj wyolbrzymiane jest znaczenie związków zawodowych, a zarazem niedoceniana jest rola organizacji biznesowych. Poddaje on analizie kluczowe konflikty między: Szwedzką Socjaldemokratyczną Partią Robotniczą, związkami zawodowymi i organizacją pracodawców. W książce wysuwa hipotezę, że budowanie szwedzkich instytucji gospodarczych zgodnie z zasadami współpracy oraz szukanie kompromisu między najważniejszymi grupami nacisku sprzyjało rozwiązaniom, które przyczyniły się do wzrostu gospodarczego.

This is a review of a book by Sławomir Czech titled Od konfliktu do kooperacji. Instytucjonalizacja konfliktu interesów zbiorowych w szwedzkim modelu gospodarczym [From conflict to cooperation. Institutionalisation of the conflict of collective interests in the Swedish economic model]. The book deals with the so-called 'Swedish model' of the economy. The author claims that while the significance of trade unions is usually magnified in its construction, the role of business organisations is underestimated. He analyses pivotal conflicts between the Swedish Social Democratic Party, the trade unions and the employers' organisation. In the book he puts forward a hypothesis that constructing Swedish economic institutions in concordance with the principles of cooperation and seeking a compromise between the most important pressure groups fostered solutions that were beneficial in terms of economic growth.

The presented study is an attempt to indicate the impact of the concept of multilevel-governance (multi-level governance), well-established in the provisions related to the planning and implementation of the EU policies, with a view to developing forms of cooperation between public administration and its environment. This can be observed in the field of regulations relating to preparation of a contract partnership and creation of strategies and programs connected with the implementation of cohesion and development policy, which was adopted within the European Union. They precisely determine transformation of the Polish law in this area in the direction of adapting it to the EU law, and thus, influence the intensity of forms of cooperation as well between administrative bodies as social and economic partners. This, in turn, results in the intensification of network type connections in the vertical and horizontal planes that reveal new organizational and legal forms in the preparation and implementation phases of development tasks at the national, regional and local levels.

On the basis of the overview of the literature of the subject, the signifi cance of the problem of cooperation among SMEs in the context of the factors infl uencing their development is presented. The author’s own empirical research conducted among the enterprises of the sector with and without foreign capital in Poland presents the engagement of these enterprises in cooperation with other enterprises as well as with other market entities such as local government units, research and development units, or institutions of higher education. The results of the research concerning various forms of cooperation among SMEs with other enterprises as well as the size classes of the cooperating enterprises are also graphically presented. Moreover, the assessment of the similarity of the structures of the SME sector enterprises with Polish and foreign capital is made, which in turn made it possible to defi ne their similarities and differences by taking into consideration their capital (Polish or foreign).

The necessity of cooperation is dictated by steadily increasing number of threats, which creates the need for continuous cooperation of numerous entities which, by law, possess the ability to support each other in counteracting these threats remaining in the scope of cognizance of cooperating entities and elimination of the consequences of these threats. On the basis of the agreements, the SFS cooperates with various entities involved in rescue operations, including the Police. Cooperation of the SFS and the Police exists in the area of joint rescue operations, public order enforcement, evacuation, training and exercises, as well as in the scope of prevention. Given the data on cooperation so far, it should be stated that most frequently the cooperation between the SFS and the Police occurs in relation to handling road accidents. In the Polish legal system, permanently perfected, there are various standards regulating the sphere of state security, ensuring which on an appropriate level is one of numerous conditions for the secure existence of the state. Improvement of said system is dictated by the common belief that the security was not, is not, and, undoubtedly, will never be a fixed term, but one that must be constantly strived for. The predominant role in this process is played by public administration, including the State Fire Service. Preparation of the State Fire Service to fully and effectively fulfil the connected with it duties is possible primarily due to the proper organization of cooperation.

A scepter of revolution once on the sky has now engulfed human race. It is a revolution against love, truth, peace, happiness, in short everything that is good and beautiful. There is disunity everywhere. We all sit on the keg of gunpowder. The leaders of men think, though wrongly that diplomacy will do. If the pace and form of human relation is not properly handled, the human race will end in quagmire. We have to base human relations on natures' principles in order to ensure balance; remember nature abhors a vacuum. Africa is the cradle of humankind, civilization as such it is the onus of African sons and daughters everywhere to ensure that mankind survives. We lost grip of the sciences which led to the Seven Wonders of the World; but we can still reacquire these. Most importantly, values build men and civilization., it is the position of this paper to argue that the use of dialogue in relating with the other will do well to ensure a stable company and relationship, as it rhymes with the position of personalist philosophers, and some existentialists like Martin Buber, Gabriel Marcel, Heidegger, etc for dialogue will eventually lead to cooperation to 'active' involvement. The principles of dialogue, cooperation and involvement or activity will help in ensuring that knowledge and information are acquired, harnessed and used in a highly efficient way to free Africans from the clog of powerlessness in the comity of nations.

The development of business operations requires coordination of many activities undertaken by entities from various sectors of the economy. Among them, financial institutions and local governments play a significant role. The implementation of development plans of enterprises requires coordination of cooperation with them. During this process, the interests of all parties are reconciled so that the implementation of the plans becomes possible and beneficial. The aim of the study is to identify potential barriers and to set out possible levels of cooperation between companies that declare their intention to expand and their financial institutions and local government authorities, competent for the aims of development plans. The study contains observations and considerations of the authors, supported by a literature query in the field of the undertaken topic.

Rozwój działalności przedsiębiorstw wymaga koordynacji wielu działań, podejmowanych przez podmioty z różnych sektorów gospodarki. Wśród nich istotną rolę odgrywają instytucje finansowe, jak i władze samorządowe. Realizacja zamierzeń rozwojowych przedsiębiorstw wymaga koordynacji współpracy z nimi. W trakcie tego procesu godzi się interesy wszystkich stron po to, aby realizacja zamierzeń stała się możliwa i korzystna. Celem opracowania jest wskazanie potencjalnych barier oraz wytyczenie możliwych płaszczyzn współpracy pomiędzy deklarującymi zamiary ekspansji przedsiębiorstwami a partnerującymi im instytucjami finansowymi oraz władzami samorządowymi, właściwymi ze względu na destynacje zgłaszanych zamierzeń rozwojowych. W opracowaniu zawarto obserwacje i rozważania autorów, wsparte kwerendą literatury z zakresu bliskiego podejmowanemu zagadnieniu.

Security implies a stable and relatively predictable environment, in which an individual or group may pursue its ends without disruption or harm and without fear or injury. This paper intends to summarize the place of private security in the Hungarian law enforcement system, arguing that it is a very important complementary element of the security mechanism. In our view, law enforcement is not only police administration; it covers a more complex activity, the implementation of which is shared between police service and other complementary law enforcement services. As such, private security is an important additional security mechanism in society and, together with other public and private policing/security organisations, part of contemporary plural policing family. However, despite the growing importance and need for prosperity and high-quality private security, the market suffers from several anomalies. First of all, the legislation suffers a considerable drawback, making it impossible for those in the trade to fulfil their duty. The Hungarian Chamber of Bodyguards, Property Protection and Private Detectives is supposed to play an important role in the private security as a professional representative organisation. However, since the cancellation of mandatory membership, it has lost significance. Another difficulty for private security companies and the whole sector is labor shortage. The number of certified agents is decreasing dramatically. Finally, we present how the current harmonization of the Act of Private Security with the GDPR might lead to legal uncertainty with regard to the use of electronic surveillance system.

This article focuses on issues related to shaping and optimizing the performance of interorganizational team performance as based on the proximity hypothesis. The aim of the paper is to show opportunities for improving the performance of interorganizational teams by maintaining appropriate levels of proximity in their various dimensions. The paper is divided into five parts. It starts with a brief introduction that demonstrated the important role of cooperation among organizations. In the second part, the significance of interoganizational teams in company performance is presented. A synthetic and cross–sectional presentation of the proximity concept forms the core of the third part. Attention is paid to the importance of proximity, identifying its various dimensions. The fourth part shows the relevance of these dimensions in the performance of interorganizational teams as well as the effectiveness of cooperation processes. Finally, conclusions are drawn.

The EU Macro-Regions : Approaches and Patterns

With the decline of the nation state and the increasing importance of regionalisation, the EU has launched macro-regions, i.e., areas, including territories from several countries, that share common goals and operating under multi-level governance. This paper focuses on the EU territorial cooperation strategy, utilising the concept of "macro--region" and the perspective of the macro-regional approach. Following the first macro-regions (such as the Baltic Sea Region and the Danube Region), the EU recently launched the Adriatic-Ionian Macro-regional Strategy, which was seen as an additional tool for cooperation between local and regional authorities that overlooks the Adriatic Sea. Nevertheless, future developments in the region appear at the present to be quite uncertain, owing to structural industrial decline, rural marginalisation and a lack of infrastructure adequate to support the entire cooperation area. To overcome these constraints, the concept of macro-region must be strengthened by creating alternative ways to engage in cross-border cooperation between areas subject to similar conditions. Matching among regions that belong to different Euro-countries within the framework of a macro-region may be the best way to forge a consistent path towards territorial, economic and social integration. This will help to create a common pole of cooperation characterized by various strategies that can act as accelerators in creating territorial capital.

Turkey has been waiting nearly 30 years in front of the European door, kept slightly ajar. While European Union lacks a clear long-term stategic vision of cooperation with Turkey, Ankara undergoes a metamorfosis from an „EU or death” attitude to a strong anti-UE rhetoric and authoritarian tendencies. Yet, no matter how reluclant to admit it both sides are, Ankara and Brussels still mutually need each other. Thus, Europe must realize the necessity of rethinking its approach towards Turkey. Otherwise it risks losing not only Turkey, but, paradoxically, also Ukraine.

The Police Academy in Szczytno has a long and very variable history. Over the years, in place of existing militia schools of a military nature, new ones have been created, which were to meet the didactic needs of the then Civic Militia. Political changes from the early 1990s brought a wave of reforms in various areas of social and political life in The Republic of Poland. Serious reforms also concerned the security and public order authorities, including the newly appointed Police. A number of major changes were introduced to the level of police education, and in particular in the newly established Police Academy in Szczytno. These were not only formal changes, but ones that actually diametrically changed the profile and functioning of the academy. It was on the wave of these changes that the academy boldly started, and in the following years intensively developed, cooperation with Polish security and public order formations, to an extent that had not been done here until then. In this article, the author wishes to demonstrate, in a synthetic way, the participation of the academy in the process of improving the staff of the Polish security and public order system through intensively conducted cooperation in this field, not only in the didactic dimension, but also in scientific research

Outsourcing is the conception of enterprise management, which involves using external resources and thus in the transfer to outside business partner implementation of specific processes in the enterprise. It is a concept that is gaining more and more followers among company managers. Currently, shall indicate the outsourcing as an element in shaping the business strategy of the company, whose aim is to achieve a competitive advantage. Outsourcing of logistics services is becoming a visible trend in modern business management because the company that order can reduce costs, reduce the number of investment and commitment of capital and allocate it to other purposes, to increase the level and quality of services and to concentrate on their core competencies, offering greater flexibility in adjusting offer to their customers. Outsourcing is based on the principles of a close partnership, and therefore confidence plays a very important role. The service provider takes over responsibility for the proper functioning of the outsourced areas of the company, in the case of full outsourcing - for the overall functioning. The paper attempt to present the stages of outsourcing evolution and forms of outsourcing. In addition, areas of implementation of logistics outsourcing, outsourcing implementation process and the benefits of its use are identified.

The main goal of the article is to present the achievements of the Social Work Unit at the Institute of Sociology of the University of Silesia, accumulated during the 25 years of its functioning. Aside from the rich experience in terms of educating towards the position of a social employee, the unit is characterized by scientific research activity and is engaged in numerous cooperative endeavours locally, nationally and internationally. The entirety of the activity contributes to the pursuit of processes that strengthen the professionalism and prestige of the job of a social employee. The activity results from the belief in the significance of combining theory and practice, which is evidenced in the various forms of the realized tasks. The text was created for the 25th anniversary of the existence of the Social Work Unit and is a summary of the most important achievements.

Many studies that are currently conducted in the United States and Western Europe, indicate the advantage of cooperative learning over individual learning, which creates conditions for rivalry and competition. It is surprising, therefore, that in Poland there are still few publications and research reports on the subject. The literature available does not present analyses of cognitive effects of interacting with peers; it exposes only the importance of collaborative learning for social and personal development of students. Also, cooperative learning is still rarely used in Polish schools, although it is generally considered as an important element of the constructivist approach to teaching. The aim of this study is to identify the opinions of early childhood education teachers on cooperative learning. The survey results describe teachers’ beliefs on the children’s learning process and the place of cooperative learning in the classroom. They also show how the respondents perceive their role in promoting the cooperation of students in a team when performing the tasks.

The issue of cooperation of spa municipalities has not been subject to thorough analyses on the part of the doctrine. The author presents the characteristics of spa municipalities and analyzes the obligation of cooperation of communes, resulting from Art. 3 of the Act of 28 July 2005 on spa treatment, health resorts and areas of spa protection as well as on spa municipalities.

Participatory activation – as I understand it – is aconscious involvement in the activities of social services (social welfare services and employment services) by the beneficiaries of these services, that is the unemployed and other people who are, because of their life situation, forced to rely on social welfare and who in consequence are at risk of social exclusion. Because of the awareness of their situation, the citizens receiving support from social welfare system feel co-responsible for the actions taken to help them. The specialist cooperating with such a citizen treats him or her as a partner and is able to offer services better suited to his or her needs. Achieving this state of affairs requires increased efforts from the public social and employment services. The aim of my article is to show that bringing a citizen to the state of employment, and thus social inclusion, is obtained thanks to the cooperation between service providers (in this case labour offices and social welfare centres) and citizens themselves. Let me say, that the development of participatory activation of citizens in the recent years has helped to increase the effectiveness of the social service as a whole.

Celem opracowania jest ukazanie złożonej natury relacji w kontekście współdziałania i czynników sprzyjających i utrudniających współdziałanie. Wykazano na podstawie badań, iż przedsiębiorstwa dostrzegają potencjalne korzyści wynikające z różnych form współdziałania. Świadomi są wpływu zmiennego otocznia (czynników ekonomicznych, demograficznych, społecznych, technicznych itp.) na możliwości rozwoju współpracy. Ponadto analizują zmienne wpływające na relacje współdziałania w odniesieniu do uwarunkowań lokalnych, celów i oczekiwań interesariuszy zewnętrznych, czynników istniejących wewnątrz przedsiębiorstwa oraz identyfikują korzyści ze współpracy, jak i czynniki powodujące jej osłabienie.

The paper describes complex nature of the relationship in the context of cooperation and hindering factors and interaction. It has been shown by studies that companies recognize the potential benefits of various forms of cooperation. Are aware of the effect of variable ambient (of economic, demographic, social, technical, etc.) the possibility of development cooperation. In addition, analyze the variables affecting the relations of cooperation with regard to local conditions, objectives and expectations of external stakeholders, factors existing within the enterprise and identify the benefits of cooperation, as well as factors affecting its weakness.

To reveal the company’s social policy publicly – in the form of certificates, indices or reports – occurs more and more often in the corporate practice and communication. The year 2011 has a special role among the campaign of the European Union since 1983. This year the main focus is on voluntariness, which is one of the principles of the European Union, the aim is to draw the attention of the European people to the significance of voluntariness. The advantage of the companies’ voluntary programme is that through the internal communication a more effective cooperation can be ensured among the employees and nonbusiness. So more and more companies feel the need of the CSR activities, with which they can create competitive advantage for themselves. The research focuses on the nonbusiness group, and examines its relationships and cooperation with other organizations and groups. The aim of the research carried out in Hungary is to discover and unveil the aims and motivations of the above mentioned segments, and whether the opposing parties, in economic sense, are able to cooperate for one goal in the interest of the community and environment. The research raises the following questions: What kind of donations is offered from the businesses and from the civil people? Do they comply with the expectation and necessities of the nonbusiness? Is their cooperation useful? Are they able to solve their problems, to communicate effectively? The results of the research showed similarities with the literature, i.e.: the influencing factors of CSR are the effective communication, the realized cost and benefits for the donor, the empathy, the norm system of the individual and the expectation of the society. The importance of CSR appears at more and more forums (CSR market, corporate PR etc.). However, to be able to speak of appropriate CSR that is already built-in the value system of the individuals – especially from the viewpoint of society, ecological and economic sustainability – Hungary has a long way to go as there is still a great lack of empathy, internal motivation and social sensitivity, which can only be inherited through culture. Communication forms the base of offering assistance, as without it the realization of needs is not possible. The sceptics often accuse the companies that the CSR practice from their part is nothing else only PR activity, however, it was proven by the present research that the donor companies do not require publicity.

Transport is one of key factors of the development of each modern society. It is one of the most important areas that governments all around the world should address when developing national policy. The objective of the article is to define the importance of Trans-European Network - Transport (TEN-T) corridors in the development of infrastructure connections between groups of countries known as Visegrad group. TEN-T core network represents a trans-European transport system and includes the priority area of transport infrastructure. Individual Member States are obliged to complete the TEN-T core on its territory not later than 31.12.2030. The Visegrad group countries as neighbourhood countries presents perspective platform for cooperation in infrastructure development.
