International cooperation between cities is conducted in numerous spheres, including economic, social, and cultural. It is determined by various factors such as the similarities and previous interrelations between cities, a desire to exchange good practices for management and quality of life improvement and by economic conditions. An example of international cooperation between cities is the Cittaslow network. The aim of this article is to present the concept of international cooperation between cities based on the example of the cities of the Cittaslow network and to identify the determinants and benefits of such cooperation. The Cittaslow network is an affiliation of over 230 cities from all over the world. The reason for their cooperation is the similarities between them, in this case, with respect to their size and the development model they have adopted. Within the Cittaslow network, cooperation takes place between small cities which want to grow in accordance with the “slow” movement principles and make such cooperation very advantageous for the following spheres: environmental, social, economic and spatial.

Artykuł omawia wybrane narzędzia polityki spójności stymulujące współpracę między miastami. Analizowane są programy z okresu 2004–2006: INTERRREG oraz URBACT. W przypadku programów INTERREG analiza dotyczy największych polskich miast (31 najludniejszych miast oraz konurbacja śląska i Trójmiasto), natomiast w przypadku URBACT wszystkich miast, które były beneficjentami programu. Efekty projektów tego typu mają z reguły miękki charakter, polegający na transferze dobrych praktyk, budowaniu potencjału instytucjonalnego oraz kapitału ludzkiego. W tym zakresie efekty badanych projektów należy oceniać jako co najmniej zadowalające, choć liczba i skala zrealizowanych przedsięwzięć nie pozwala na wystąpienie wyraźnych i mierzalnych efektów w skali całego kraju.

The paper discusses selected tools within Cohesion Policy that stimulate cooperation between cities. Subject to analysis are two programmes from 2004−2006: INTERRREG and URBACT. In the case of INTERREG programmes, the analysis pertains to the largest Polish cities (31 most populous cities and the Silesian and Tri-City conurbations), while in the case of URBACT, all the cities that were beneficiaries of the programme were taken into account. The results of the projects are usually of the soft type and involve transfer of good practices, building institutional capacity, and human capital. In this respect, the results of the analyzed projects should be considered at least satisfactory, although the number and scale of the completed projects does not allow for clear and measurable effects to be perceptible in a country-wide perspective.
