This paper presents a new tool for the EU cohesion policy 2014-2020 − Integrated Territorial Investments. This tool, in support of sustainable urban development, should lead to the strengthening of cooperation between local self-governments, and especially to motivate them to solve problems together and to maximize the use of common assets of the area. This article attempts to assess ex ante the impact of the proposed solution for the local economies and the regional economy using the example of Wrocław Functional Area.
