The article is a presentation of adverse events that may occur during storms as they relate to noticeable climate change. In recent years there has been a constant increase in sea water levels and therefore forecasts and analyses for the coastal area should be made. The focus is on presenting methods for forecasting and mitigating impacts. The possibility of using a geographic information system is described, with particular emphasis on the situation of extreme weather phenomena – storms, in the coastal areas of Rowy, Ustka and Darłowo.

Artykuł stanowi prezentację niekorzystnych zjawisk, jakie mogą wystąpić podczas burzy w związku z zauważalnymi zmianami klimatu. W ostatnich latach obserwuje się stały wzrost poziomu wód morskich, dlatego należy sporządzać prognozy i analizy dla obszaru przybrzeżnego. Nacisk położono na przedstawienie metod prognozowania i łagodzenia skutków. Opisano możliwość korzystania z systemu informacji geograficznej, ze szczególnym uwzględnieniem sytuacji ekstremalnych zjawisk pogodowych – sztormów – na obszarach przybrzeżnych Rowów, Ustki i Darłowa.

The aim of the article is to present the tasks performed by the Police in the crisis management process. The article presents the statutory tasks of the Police carried out in various phases of crisis management. A narrow catalog of security threats was identified as a source of crisis situations. Broadly speaking from the Police point of view, based on the internal regulations of the formation, a crisis situation and a crisis event were defined, the basic forms of activities carried out by the Police are presented. The police preventively prevent the emergencies and threats in the public space. A general way of unlocking an object by the Police is presented.

Celem artykułu jest przedstawienie zadań wykonywanych przez Policję w procesie zarządzania kryzysowego. W artykule przedstawiono ustawowe zadania Policji realizowane w poszczególnych fazach zarządzania kryzysowego. Wskazano w ujęciu wąskim katalog zagrożeń bezpieczeństwa jako źródła sytuacji kryzysowych. W ujęciu szerokim z punktu widzenia Policji na podstawie regulacji wewnętrznych formacji zdefiniowano sytuację kryzysową i zdarzenie kryzysowe, a także przedstawiono podstawowe formy działań prowadzone przez Policję. Wskazano Policję jako podmiot prowadzący działania prewencyjne w celu zapobieżenia czynnikom i sytuacjom kryzysowym w powszechnie dostępnej przestrzeni publicznej. W ramach działań policyjnych ogólnikowo przedstawiono charakterystykę odblokowywania obiektu przez Policję.

Klęski żywiołowe zajmują specyficzną pozycję pośród zagrożeń dla życia i zdrowia obywateli, środowiska oraz mienia komunalnego w poszczególnych regionach. Ich negatywne skutki mogą wpływać na znaczną liczbę ludzi i zakłócać funkcjonowanie dużych obszarów. Klęski żywiołowe najczęściej wywierają szkodliwy wpływ na obywateli, mienie oraz na przyrodę. Bardzo poważne klęski żywiołowe mogą zagrozić funkcjonowaniu i stabilności systemów państwowych lub je utrudniać. Problem ten dotyczy między innymi Polski i Słowacji.

Natural disasters have a specific position in terms of threats to the life and health of citizens, the environment, and the property of municipalities in individual regions. Their negative consequences can affect a lot of people and disrupt the routine processes on a large area. Natural disasters mostly have negative effects on people, material values and nature. In the case of largescale natural disasters, the functioning and stability of state systems may be compromised and impaired, including those in Poland and Slovakia.
