This study presents various perspectives on cultural communication issues, in the context of globalization and political and economic transformation in Poland and Bulgaria since the democratic revolution of the 1989. Poland and Bulgaria have old historical and cultural relations, defined and developed institutionally in different spheres of social life at the be-ginning of the twentieth century. Cultural cooperation is a kind of catalyst for the country’s foreign policy: maintains the historical, ethnic, and regional cooperation, symbolizes the successes, compensates for the negative relations and is an indirect tool for deepening the breakthrough in bilateral relations. Nowadays, branding models are used to promote the image of countries as a tool of the public diplomacy. This article examines the dynamic role of the changes in the cross-cultural communication. The article draws on the most important cultural and scientific publications and literature to argue that building this cultural coopera-tion has its roots in the capability to mobilize and use culture as a resource for collaborative action between Poland and Bulgaria.

Stefan Czyżewski Spectacular photography This article deals with arbitrarily appointed photographic attributes resulting from its spectacularity. ‘Spectacularity’ is hereby considered as a way that shifts its meaning connected with theatrical effects which are nowadays somewhat colloquially understood as ‘uncanny’ or ‘attractive’. Each attribute of photography as defined by such consideration becomes photography’s differentia specifica designating a different from other media the way of functioning in the culture of iconosphere. The way in which this happens forms close relationship between photography and culture (broadly understood), and especially with science, information and entertainment. These associations are complementary (especially with linguistic forms) in forming cultural communication. The process is diachronic, strongly conditioned by both socio-political changes and technological development. The attributes of spectacularity include the documentary objectivity of photography, the practical absence of image quality in the decoding of iconic meanings, the complementary extension of the semantic field to the co-existence of the language and the existence of beyond-iconic potential contextual meanings.

Music between nature and culture

In considering the titular opposition - music between nature and culture - we shall refer to such categories as time, with its levels and zones, and cultural communication. Conceptions of time. In an archaic situation dating from the Palaeolithic era, people lived, and cultures functioned, in sacred time, with no notion o f secular time. Another conception of time comes from the Bible, where we first encounter a ‘straightening’ of time, delineating its direction from the Creation to the Final Judgment (inopposition to ancient views on time, associating it with the wheel, with circular motion, dying and birth). Aristotle drew on Plato’s concept of time. He reduced it to the dimension of the human world, thereby initiating reflection on the ‘present’, which would endure in European thought through Saint Augustine to Edmund Husserl and our contemporary times. From this perspective, music is a process: playing, listening or participating in a musical event. Levels of time. These are as follows: atemporality (contains only simultaneity), prototemporality (contains temporal order, but also simultaneity), eotemporality (besides the features belonging to the aforementioned levels, also contains temporal intervals), biotemporality (as above, and also the present), and finally nootemporality (the human mind, awareness of time). The zones of time, meanwhile, comprise the zone of the psychological present (the motion of one’s own body, the perception of the sensory organs, natural language, musical language), the zone of performances of works (the shaping of form, including musical form), the zone of the temporal environment (three cycles: the diurnal, lunar and annual), and the zone of individual and communal life (the time from birth to death, and also memory, which reveals the sense of music from many perspectives). Cultural communication. In considering this phenomenon, we develop Roman Jakobson’s popular model of communication, expanded to encompass Karl Popper’s model of ‘three worlds’, through which we can propose a layered model of reality and, derived from that model, a concept of music as an efflorescence of nature in the culture of man. This is presented in detail in a series of figures (19-23 and especially 27).

In the article cultural diplomacy is analysed as an instrument of foreign policy of the modern state. The essence and features of cultural diplomacy are defined. It is characterized its place and importance in the foreign policy of the state. Specificities of the development of international cultural communication in modern Ukraine are highlighted. The peculiarities of cultural interaction between Ukraine and Romania are described. It is noted that the cultural and information centеr within the Embassy of Ukraine in Romania is one of the centеrs of cooperation between Ukraine and Romania in the cultural and humanitarian sphere. Over the years of the centеr’s work, its activities have been aimed at strengthening bilateral relations between Ukraine and Romania, deepening mutual cooperation in the cultural, humanitarian and informational spheres. The centеr promotes spreading of information in Romania about Ukraine, its history and culture, tourist opportunities and attractiveness, strengthening ties with the Ukrainian minority, helping to satisfy its national and cultural needs.

W artykule podjęto analizę dyplomacji kulturalnej jako instrumentu polityki zagranicznej współczesnego państwa. Określono istotę i cechy dyplomacji kulturalnej. Scharakteryzowano jego miejsce i znaczenie w polityce zagranicznej państwa. Podkreślono specyfikę rozwoju międzynarodowej komunikacji kulturalnej we współczesnej Ukrainie. Opisano specyfikę interakcji kulturowych pomiędzy Ukrainą i Rumunią. Należy zauważyć, że centrum kulturalno-informacyjne Ambasady Ukrainy w Rumunii jest jednym z ośrodków współpracy Ukrainy i Rumunii w sferze kulturalnej i humanitarnej. Przez lata działalności centrum jego działania miały na celu wzmocnienie dwustronnych relacji między Ukrainą a Rumunią, pogłębienie wzajemnej współpracy w sferze kulturalnej, humanitarnej i informacyjnej. Centrum promuje rozpowszechnianie w  Rumunii informacji o  Ukrainie, jej historii i  kulturze, możliwościach i atrakcyjności turystycznej, wzmacnianie więzi z mniejszością ukraińską, pomagając w zaspokajaniu jej potrzeb narodowych i kulturalnych.

В статті аналізується культурна дипломатія як інструмент зовнішньої політики сучасної держави. Визначено сутнісні характеристики та особливості культурної дипломатії. Характеризується її місце та значення у зовнішній політиці держави. Висвітлено особливості розвитку міжнародної культурної комунікації України. Розкрито особливості культурної взаємодії України з Румунією. Зазначено, що культурно-інформаційний центр у складі Посольства України в Румунії є одним з осередків співпраці України та Румунії в культурно-гуманітарній сфері. За роки роботи центру його діяльність спрямовувалася на зміцнення двосторонніх відносин між Україною та Румунією, поглиблення співпраці у культурній, гуманітарній, інформаційній сферах; поширення в Румунії інформації про Україну, її історію і культуру, туристичні можливості і привабливість; зміцнення зв’язків з українською меншиною, сприяння задоволенню її національно-культурних потреб.
