Chancellor Scholz's speech of 27 February 2022 in which he announced that his government would make fundamental changes to German security policy in the wake of Russia's aggression against Ukraine should, in theory, translate into a more influential role for Germany in Europe. The implementation of Zeitenwende is a test of German security policy in the allied context, but also requires the decision-making centre to create stable conditions in the domestic context. It can be assumed that the effectiveness of the change depends on consensus in the experimental three-party government coalition and securing the support of the Christian Democrats in part as well. A hypothesis can be put forward that the scope and scale of the undertaken turn in the above mentioned two areas were determined not so much by expectations on the part of the US and other allies as by the domestic context, i.e. the limited ability of the decision-making centre to build a broader supra-coalition support and to manage tensions. The author's aim is to clarify the ability of the decision-making centre to manage the tensions arising from the pressure of the Christian Democratic opposition and the widening divergence in the coalition between the supporters of adaptation (the Greens and the FDP) and its opponents (the left wing of the SPD), skeptical of military force. The article, based on the literature of the subject, the press and Internet information, examines two issues: the question of increased defence spending and arms supplies to Ukraine is analysed through the prism of relations in a tripartite set-up: the decision-making centre - the coalition parties - the Christian Democratic opposition

The article entitled „European Union as a system of collective regional security during the economic crisis. Influence of austerity measures on the defence spending of France, Germany, Italy, Spain and the United Kingdom” seeks to analyse three different issues. The first is the general tendencies within the defence budgets of the biggest defence spenders in the European Union: France, Germany, Italy, Spain and the United Kingdom between 2005 and 2010. The second is the risks that result from potential influence of the economic crisis on armaments policies within the EU. The third is the opportunities that may emerge as a result of the defence procurement and defence R&D being impacted on by the negative global economic situation.

Artykuł zatytułowany „Unia Europejska jako kolektywny system bezpieczeństwa regionalnego w czasie kryzysu ekonomicznego. Wpływ oszczędności na wydatki zbrojeniowe Francji, Hiszpanii, Niemiec, Wielkiej Brytanii i Włoch”poświęcony jest analizie trzech zagadnień. Pierwszym z nich są ogólne tendencje występujące w ramach budżetów obronnych tych państw Unii Europejskiej, które przeznaczają największe fundusze na zbrojenia: Francji, Hiszpanii, Niemiec, Wielkiej Brytanii oraz Włoch. Drugim z zagadnień są zagrożenia, jakie niesie ze sobą potencjalny wpływ kryzysu ekonomicznego na polityki zbrojeniowe wewnątrz UE. Trzecim zagadnieniem z kolei są potencjalne szanse, jakie mogą powstać w rezultacietakiego wpływu.

Celem tekstu jest zaprezentowanie wybranych decyzji podjętych przez Radę Północnoatlantycką podczas XXVII szczytu NATO w Warszawie. Przedstawione przez autora decyzje dotyczą: wzmocnienia wschodniej flanki NATO, uznania cyberprzestrzeni za obszar działań, wysokości środków jakie państwa członkowskie powinny przekazywać na obronność oraz wsparcia dla Afganistanu do 2020 roku. Relacjonowane zagadnienia podkreślają aktualność podstawowych zadań Sojuszu, określonych w obowiązującej koncepcji strategicznej NATO, przyjętej podczas szczytu w Lizbonie w 2010 roku.

The aim of this text is to present selected decisions made by North Atlantic Council during XXVII NATO summit in Warsaw. Aspects presented by author concerning: enhancing eastern flank of NATO, recognizing cyberspace as a domain of operations, level of funds which country members should allocate on defence and support for Afghanistan until 2020. Delineating issues, underlined a topicality of basic tasks of alliance, defining in strategic concept of NATO approved during summit in Lizbon in 2010.
