Since the end of 1989 defence policy of the Czechoslovakia and after its dissolution in 1993 defence policy of the Czech Republic has been permanently adapted to the challenges of the new political reality and evolving strategic environment. Political reality reflected the revolutionary shift in political system aiming at the development of modern democratic state. Challenges coming out from the strategic environment could be characterised by its growing dynamics, complexity, unpredictability and uncertainty. This article highlights some of the remarkable achievements in this two and half decade lasting transitional endeavours and underscores some of the most important lessons learned related to defence policy formulation, defence strategy implementation, defence planning, defence resource management and acquisition.

Prawidłowe i przeprowadzone z odpowiednim wyprzedzeniem czasowym rozpoznanie zagrożenia bezpieczeństwa państwa, a szczególnie zagrożenia militarnego, ma podstawowe znaczenie dla każdego państwa i utrzymania niepodległego bytu narodu. Ocena zagrożenia, w tym zagrożeń militarnych, powinna być punktem wyjścia przy opracowywaniu doktryny i strategii obronnych, określających działania państwa i jego sił zbrojnych na wypadek kryzysu polityczno-wojskowego lub wojny. Ocena stopnia zagrożenia państwa wpływa również napotencjał sił zbrojnych. Zdobywaniem, analizą i oceną zagrożeń militarnych zajmują się powołane do tego instytucje państwowe (służby wywiadu), a przede wszystkim służba wywiadu wojskowego. Profesjonalizm służb wywiadowczych jest kwestią absolutnie niezbędną dla prawidłowej oceny zagrożenia państwa.

Accurate and timely identification of threats to state security, in particular the military ones, is of essential importance for every state and for the maintenance of the independent existence of a nation. The evaluation of threats, including the military ones, should be the point of departure for the development of defence doctrines and strategies, determining the activity of the state and its armed forces in case of a political and military crisis or war. The evaluation of the degree of a threat to a state influences also its armed forces potential. Obtaining, analysing and evaluating [information concerning] threats is the mission of the authorised state institutions (intelligence services) and, above all, of the military intelligence service. Professionalism of intelligence services is an absolutely essential issue for the accurate evaluation of threats to a state.
