Employee Capital Plans are a voluntary, long-term saving program, fi nanced by employers and the state in addition to the employees. Th e expectations connected with the universality of this capital program have not proved true, and aft er two years of the PPK operation, the participation in the program remains at the level more than twice lower than assumed. A signifi cant increase in the interest in the PPK program would be possible on the condition that the government takes steps to strengthen employees’ trust in the instruments of the pension system and to intensify the dissemination of knowledge about the functioning of this system.

Pracownicze Plany Kapitałowe to program dobrowolnego, długoterminowego oszczędzania, w finansowaniu którego, oprócz zatrudnionych, uczestniczą pracodawcy oraz państwo. Oczekiwania co do powszechności tego programu kapitałowego nie sprawdziły się, a po dwóch latach funkcjonowania PPK partycypacja w programie utrzymuje się na poziomie ponad dwukrotnie niższym od zakładanego. Znaczące zwiększenie zainteresowania programem PPK byłoby możliwe pod warunkiem podjęcia przez rządzących działań umacniających zaufanie pracowników do instrumentów systemu emerytalnego oraz intensyfikujących upowszechnianie wiedzy o funkcjonowaniu tego systemu.
