Aksjologiczne uzasadnienie prawnej realizacji rewitalizacji

Celem artykułu jest omówienie podstaw aksjologicznych dla procesu rewitalizacji. Wśród dziesięciu najbardziej poszkodowanych miast Europy na skutek skażenia środowiska, sześć z nich stanowią miasta polskie, pozostałe cztery to miasta bułgarskie. Ten przykład pokazuje, że uzasadnienie aksjologiczne dla rewitalizacji jest również kwestią ochrony życia i zdrowia jako wartości konstytucyjnych.

The aim of the article is to present axiological foundations for the process of revitalization. Among the ten most environmentally polluted cities in Europe are six polish and four Bulgarian cities. This example shows that the axiological justification for revitalization is also a matter of protecting life and health as constitutional values.

Przekształcenia metod i rodzajów produkcji przemysłowej w kierunku rozwoju nowych technologii wymagają nowych urządzeń i nowych obiektów dostosowanych do współczesnych wymagań. W wyniku tych przekształceń nastąpiło zmniejszenie liczby podmiotów w przemyśle tradycyjnym na rzecz gospodarki opartej na wiedzy. Procesy takie prowadzą do powstania w miastach terenów zdegradowanych i poprzemysłowych, co zmusza władze do podjęcia działań rewitalizacyjnych. Przykłady rewitalizacji przedstawione w artykule wskazują na konieczność kompleksowego podejścia do procesu rewitalizacji, którego efektem powinna być nowa przestrzeń, tworzona zgodnie z zasadami zrównoważonego rozwoju, harmonijnie łącząca się z istniejącym otoczeniem.

Transformation of methods and types of industrial production in the direction of the development of new technologies requires new equipment and new facilities tailored to meet today's requirements. As a result of these developments, there has been a reduction in the number of actors in traditional industry to a knowledge-based economy. Such processes will lead to the creation in the cities of brownfield land and brownfield sites, forcing the authorities to take revitalization activities. Examples of revitalization presented in the article indicate the need for a comprehensive approach to the process of revitalization, which the result should be a new space created in accordance with the principles of sustainable development, that combines harmoniously with the existing environment.

Celem artykułu jest wskazanie potrzeby i znaczenia procesu rewitalizacji dla rozwoju lokalnego i regionalnego. Opisano historię procesu rewitalizacji w Polsce, omówiono specyfikę i skalę degradacji obszarów poprzemysłowych, ze szczególnym uwzględnieniem województwa mazowieckiego, a także wskazano przykłady dobrych praktyk zagranicznych w zakresie rewitalizacji obszarów poprzemysłowych.

The constant growth of cities requires the adoption of comprehensive solutions concerning the organization of their structure. The revitalization of degraded post-industrial areas and consequent reorientation of cities’ development to their interior can play a key role in the implementation of the principle of sustainable development in the spatial planning process. The objective of the paper is to indicate the demand for and importance of urban renewal in local and regional development. The paper outlines the history of the revitalization process in Poland, discusses the characteristics and scale of the degradation of postindustrial areas, with particular emphasis on the Mazowieckie Voivodeship. Also indicated are examples of foreign best practice in the field of revitalization of post-industrial areas.
