Over the last three decades, more than a hundred new towns have emerged in Poland. The paper concerns the characteristics of these towns. It also addresses transformation of the settlement pattern caused by the change of the towns’ formal-legal status. The paper also verifies the hypotheses aimed at identifying the factors that contribute to the creation of new towns.

In the east part of Mazowieckie voivodship, there are numerous former towns possessing a village status nowadays. Most of them were deprived of town privileges between 1869 and 1870, under the Tsar’s regulation. These sites lost the characteristics of urban areas in the slightest degree. The paper analyzes the functional, morphological and demographic situation of such category villages. Some of them were identified as having a chance to regain the town rights.

Na terenie wschodniej części województwa mazowieckiego znajdują się liczne miejscowości będące kiedyś miastami, a obecnie mające status wsi. Większość z nich pozbawiono praw miejskich jednorazowo na mocy dekretu wydanego przez władze rosyjskie i wprowadzonego w życie w latach 1869–1870. Niektóre miejscowości tej grupy zatraciły tylko część cech miejskich. W pracy analizowana jest sytuacja demograficzna, funkcjonalna i morfologiczna miast zdegradowanych. Część z nich wytypowano, jako posiadające szanse na odzyskanie praw miejskich.

The aim of this study is to characterize the towns degraded in the Lubuskie Voievodship from the historical, geographical, residential, economic-functional, and morphological aspects. Numerous sources of a historical, statistical and cartographic character, satellite pictures, and the results of field studies were used in the article. In the last part of the study, the author attempts to identify towns with the potential, i.e. formally rural settlements with a chance to regain their urban status.

Celem niniejszego opracowania jest charakterystyka miejscowości tytułowej kategorii, uwzględniająca m.in. historyczny, geograficzny, ludnościowy, gospodarczo-funkcjonalny i morfologiczny aspekt zagadnienia. Wykorzystano liczne źródła informacji o charakterze historycznym, statystycznym, kartograficznym, zdjęcia satelitarne, a także wyniki badań terenowych. W końcowej części artykułu podjęto probę zidentyfikowania miast potencjalnych, tj. tych miejscowości formalnie wiejskich, które mają szansę na restytucję praw miejskich.

Zarówno w Polsce, jak i na Mazowszu, liczne są miejscowości formalnie wiejskie, które w przeszłości miały status miasta. Niektóre z nich zostały zdegradowane nie tylko w sensie formalnoprawnym – utraciły one również określone atrybuty miejskości. Część takich jednostek zachowała jednak liczne miejskie cechy, w związku z czym ich szanse na przywrócenie praw miejskich są realne. Celem opracowania jest charakterystyka tytułowej kategorii miejscowości, uwzględniająca między innymi aspekty: demograficzny, funkcjonalny i morfologiczny. Niektóre miejscowości wytypowano, jako posiadające szanse na odzyskanie praw miejskich.

In the Mazowieckie voivodship, as in whole Poland, there are numerous now formally rural settlements, which used to have urban status in the past. Some of them have been degraded not only in the formal-legal sense – they have also lost the specific attributes of urbanity. Some of these localities, however, have retained a number of urban characteristics, and therefore they have real chances to regain urban status. The aim of the study is to characterize the degraded towns, taking into account, among other aspects, their demography, functions and morphology. Some villages have been pointed to have chances to recover their urban status.

Korzyści, bariery i zmiany związane z procesem odzyskania praw miejskich na przykładzie miejscowości Tylicz

The aim of the study was to investigate whether Tylicz, which was a city in the past, could become a city again. The paper analyzes the changes that would result from this process and shows what opportunities it would create for the development of the town. The study required analysis of the legal acts related to the urban status and the commune self-government, as well as the literature on the subject concerning both the above-mentioned issues and degraded and restituted towns. Next, it was necessary to analyze the data and facts about the research area and opinion of the local community about the process. The results of the research show that the perception of Tylicz as a city is justified, while from the legal point of view, the restitution of the town is currently very difficult, which does not mean that it is not possible. The town could definitely benefit from the recovery of municipal rights due to the possibility of obtaining additional funds, promoting the town, managing the budget independently and establishing local law. It should be noted, however, that the expected effects are closely related to the conditions in which the locality exist, therefore the results of the following paper should not be related to other villages without first familiarizing themselves with their characteristics.

Celem pracy było zbadanie czy miejscowość Tylicz, która w przeszłości była ośrodkiem miejskim, mogłaby ponownie zostać miastem. W pracy przeanalizowano zmiany, które wynikałyby z tego procesu i jakie możliwości stwarzałoby to dla rozwoju miejscowości. Opracowanie wymagało analizy aktów prawnych powiązanych ze statusem miasta i samorządem gminnym, a także literatury przedmiotu dotyczącej zarówno powyższych zagadnień, jak i miast restytuowanych i zdegradowanych. Następnie konieczne było przeanalizowanie danych i faktów dotyczących obszaru badań i pogłębienie ich o opinię lokalnej społeczności. Wyniki badań pokazują, że postrzeganie miejscowości Tylicz jako miejskiej jest zasadne, natomiast z prawnego punktu widzenia restytucja miejscowości jest na dzień dzisiejszy bardzo utrudniona, co nie znaczy, że nie jest możliwa. Miejscowość mogłaby zdecydowanie skorzystać na odzyskaniu praw miejskich ze względu na możliwość pozyskiwania dodatkowych funduszy, promocję miejscowości, samodzielne gospodarowanie budżetem i stanowienie prawa miejscowego. Należy jednak stwierdzić, iż oczekiwane efekty są bardzo mocno związane z uwarunkowaniami w jakich funkcjonuje miejscowość, w związku z czym nie należy odnosić wyników poniższej pracy do innych ośrodków bez wcześniejszego zapoznania się z ich charakterystyką.

Na terenie województwa podkarpackiego znajdują się liczne miejscowości będące kiedyś miastami, a obecnie mające status wsi. Wiele z nich zachowało miejski układ przestrzenny oraz liczne inne cechy, które pozwalają im ubiegać się o status miasta. W pracy analizowana jest aktualna sytuacja demograficzna, ekonomiczna, funkcjonalna i morfologiczna wszystkich miast zdegradowanych, zarówno przejściowo, jak i trwale. Celem badania jest ich porównanie, a także stwierdzenie, czy (i które) miejscowości formalnie wiejskie spełniają współczesne kryteria pozwalające na przywrócenie im statusu miasta. Część z nich została wytypowana jako ośrodki de facto miejskie, posiadające realne szanse na uzyskanie praw miejskich.

In the Podkarpackie Voivodeship, there are numerous former towns possessing a village status nowadays. Most of them preserved the urban spatial arrangement and many other features which allow them to apply for city status. The study analyzes the current demographic, economic, functional and morphological situation of all towns which were degraded either temporarily or permanently. The aim of the study is to compare them, and to determine whether (and which) formally rural settlements meet the modern criteria to restore the urban status. Part of them was chosen as de facto urban centers with realistic chances to obtain town rights.
