Od czasu wprowadzenia stanu wojennego w Polsce Biuro Studiów Służby Bezpieczeństwa Ministerstwa Spraw Wewnętrznych miało za zadanie nie tylko prowadzić działania operacyjne skierowane wobec najważniejszych organizacji podziemia solidarnościowego, lecz także tworzyć i gromadzić materiały analityczne na jego temat. Cyklicznie opracowywano raporty zawierające liczbę osób zaangażowanych w podziemną opozycję i charakterystykę organizacji działających w jej ramach. W tego typu analizach oceniano również skalę penetracji przez różne jednostki SB (nie tylko Biuro Studiów) konspiracyjnych środowisk, starano się przewidzieć dynamikę rozwoju sytuacji w podziemiu, a także kreślono scenariusze możliwych działań, które mogłyby je osłabić. Publikowany dokument jest ostatnią taką analizą sporządzoną przed rozpoczęciem rozmów Okrągłego Stołu. Rzuca światło na ocenę podziemia, jaka obowiązywała w Biurze Studiów SB i kierownictwie MSW w tym czasie. Dokument pokazuje, że chociaż SB odnosiła sukcesy w rozbijaniu podziemnych struktur i plasowaniu w niej agentury, to jednak nie była w stanie zapanować nad nimi i wpłynąć na ich rozwój.

U pon the introduction of martial law in Poland, the Study Office of the Security Service of the Ministry of the Interior was ordered not only to carry out operational activities against the most important organizations of the “Solidarity” Underground but also to create and gather analytical materials thereon. Reports were regularly prepared on the number of people engaged in the underground opposition and on the specifics of the organizations operating within its framework. Such analyses were also used to assess the extent to which underground communities had been infiltrated by different units of the Security Service (excluding the Study Office), as well as to forecast developments in the underground and to work out scenarios for potential actions that might weaken it. The published document is the last analysis of this kind prepared before the Round Table talks. It sheds light on the assessment of the Underground which was accepted by the Study Office of the Security Service and by the management of the Ministry of the Interior at that time. The document reveals that, despite of the Security Service’s successes in breaking up the /underground structures and placing its agents therein, it was not able to control them and influence their development.

The article outlines the achievements of an independent publishing movement in the, ruled by communist’s, Polish People’s Republic concerning the pre-war Second Polish Republic. It was advisable that the characters and themes from the history of pre-war Poland were popular among underground publishers and that they were overlooked. At the same time, the article presents a dispute between supporters of the idealized vision of the Second Polish Republic and its critics.

W artykule przeanalizowana została obecność wątków związanych z Marcem ’68 w publikacjach drugiego obiegu wydawniczego. Wskazałem w nim na najważniejsze książki, broszury i numery czasopism, które ukazały się w PRL poza cenzurą i dotyczyły tego „polskiego miesiąca”. Wyróżniłem trzy momenty intensyfikacji debat na ten temat na łamach niezależnych publikacji oraz przeanalizowałem kilka wybranych wątków dotyczących Marca, które były przedmiotem sporów i zróżnicowanych ocen. March ’68 in texts of underground circulation of the Polish People’s RepublicThe article presents an analysis of topics related to March ’69 in Samizdat texts. I have indicated the most important books, pamphlets, and volumes of periodicals that appeared in the Polish People’s Republic outside censorship control and were related to the subject of the Polish March 1968. I have included, among others, books by Jakub Karpiński, Anna Mieszczanek, Anna Siwek, Paul Lendvai, and two special issues of the periodical Krytyka (Criticism). I have distinguished three moments when the debates on the subject in clandestine publications intensified. The first one took place on the tenth anniversary of March, when oppositionists had an opportunity to debate on the subject for the first time. The second one was in 1981, when the “Solidarity” organised a special celebration of the thirteenth anniversary of March. The third one – in 1988 – was a response to the attempted change of narratives about the March undertook by the state authorities. I have analysed several selected topics of March which were the subject of disputes and different opinions: the question of possible provocation that sparked protests, the problem of reaction of Polish people to the antiSemitic propaganda and the policy of the authorities in general, the question of Leftist orientation of the protest participants and the problem of recapitulation of March ’68.

The article is an attempt to scratch the biography of Adam Plesnar. The analysis was subjected to the activity of the protagonist until 1977. Plesnar was an active member of the Club of Young Catholics at the University of Wroclaw, co-founder of the Young Democrats (ZMD). Already in the sixties he was convicted for opposition activities. In the seventies he was an activist of Polish Esperanto Association. He participated in protests against changes in the Constitution of the PRL. Since 1977 belonged to the members of the Movement in Defense of the Rights of Man and Citizen (ROPCiO) and the leader of the Movement of Free Democrats (RWD), an activist of the Wroclaw opposition. Within the Movement sought to participation of the opposition in legitimate forms of political activity, including in the elections to the Sejm PRL, while remaining critical of the existing system.

The aim of the considerations undertaken was to analyse the discussions concerning self-government, and in particular local self-government, conducted in the pages of official publications published during the communist period. The time frame covered the period from the emergence of „Solidarity” in 1980 to the Round Table Talks, in which discussions were held first in the Political Reform Team and then a sub-table for local government issues was established, but without taking the latter event into account. The cognitive aim was to seek answers to the following research questions: 1) why did the idea of local self-government, especially in the second half of the 1980s, i.e., in the period of exhaustion of the state model of the time, not interest decision-making circles to a greater extent and, consequently, did not lead to a broader discussion? 2) how did opinion-making circles understand the concept of local self-government? 3) what vision related to the reconstruction of local self-government was presented? 4) what scope, competences and what role was envisaged for this institution? 5) did these visions specify how local government would be financed? and 6) was the transformation of the electoral system also undertaken in connection with the assumed discussions?

Celem podjętych rozważań była analiza dyskusji dotyczących samorządu, a w szczególności samorządu terytorialnego, prowadzonych na łamach oficjalnych publikacji ukazujących się w okresie PRL. Zakres czasowy obejmował okres od powstania „Solidarności” w 1980 r. do rozmów okrągłego stołu, w których dyskusje toczyły się najpierw w zespole ds. reform politycznych, a następnie powołano podstolik do spraw samorządu terytorialnego, nie uwzględniając jednak tego ostatniego wydarzenia. Celem poznawczym było poszukiwanie odpowiedzi na następujące pytania badawcze: 1) dlaczego idea samorządu terytorialnego, zwłaszcza w drugiej połowie lat 80. XX w., a więc w okresie wyczerpywania się ówczesnego modelu państwa, nie zainteresowała w większym stopniu środowisk decyzyjnych i w konsekwencji nie doprowadziła do szerszej dyskusji? 2) jak środowiska opiniotwórcze rozumiały pojęcie samorządu terytorialnego? 3) jakie prezentowano wizje związane z odbudową samorządu terytorialnego? 4) jaki zakres, kompetencje i jaką rolę przewidywano dla tej instytucji? 5) czy wizje te określały sposób finansowania samorządu terytorialnego? oraz 6) czy w związku z zakładanymi dyskusjami podjęto również przekształcenie systemu wyborczego?

The article presents the political and intellectual silhouette of Václav Havel (1936–2011) – the last president of Czechoslovakia and the first one of the Czech Republic. Havel, the next to the Pole Lech Wałęsa, is the world renown symbol of the political turning point of 1989 that ended the world communist system. Before 1989, during the communist age, Havel was a dramatist, essayist and leader of Czechoslovak anticommunist and democratic dissident movement. He was strongly persecuted by the ruling communists, and while living under a permanent supervision of the security services and he was many times arrested. In 1989 Havel became a president of democratic Czechoslovakia and after dissolving of this state, in 1993, he was elected as a the first president of the new Czech Republic, holding the office by 10 following years. Havel was very untypical politician and president. He has played rather the role of an intellectual for whom politics is a matter of changing reality not by political decisions, but as a result of impact the on world by ideas and views. To follow Thomas Garrigue Masaryk example, the founder and first head of Czechoslovak state, clearlyadmired by Havel, he has tried to conduct of non-political politics. In this model politics becomes a practical applying of ethics and most important within it is not a power or state procedures and mechanisms, but men’s good and faithfulness to the truth. Václav Havel went down in the history as one of the greatest political figures of the second half of the last century.

This article discusses a study of the present vicissitudes of men and women who were active in the underground publishing movement in the nineteen-eighties. One of the elements of the underground “Solidarity” ideology was civic responsibility and social activity. The author wanted to know whether the one-time conspirators have carried these ideas into free Poland.Hefound that very few former underground activists now work in public institutions. They are disappointed with the outcomes of the transformation which, rather than giving them a sense of agency, are convincing them that former members of the democratic opposition have not been instrumental to the successful development of a new, democratic state. The one-time activists are also finding it difficult to come to terms with the social costs of the reforms which they feel they co-authored. Most of them have not ceased to be socially active, however, although they no longer speak the language of civic involvement. They feel that the values they lived by in the years of struggle with the communist regime cannot be applied in any way to the political reality of a free country.

Przygotowania do Okrągłego Stołu i negocjacje między stroną społeczną (Solidarnością) a rządową (PZPR) w 1989 r. wywoływały różne krytyczne oceny w kręgach opozycji demokratycznej. Okrągły Stół przez wiele lat był punktem spornym debat historycznych i politycznych. Artykuł prezentuje sposoby argumentacji politycznych przeciwników Okrągłego Stołu – radykałów, którzy w latach 1988–1989 kontestowali linię działania Lecha Wałęsy i jego otoczenia.

The Round Table (February – April 1989) has been a thorny issue for many years, igniting debates among historians and politicians of the Third Polish Republic, and opinions about it – favourable or unfavourable – corresponded with the opinions of general achievements of the transformation of the Polish political system. Already during the negotiations, the Round Table talks caused controversies and deepened personal and ideological divisions within Solidarność and the opposition. The end of 1988 brought about the emergence of a tendency to contest the line of action of Wałęsa and his circle, and especially rejected the need of Round Table talks with the communist government. The tendency was shared by political groups originating from Solidarność and newly formed political parties, numerous but weak, existing on the margin. The article presents the most important arguments of political opponents of the Round Table talks – the radicals of the crucial time of changes in 1988 and 1989. The author answers the question whether it is right to use the term “radicalism” and attempts to determine the scope of a social base of radicals; he points out that many arguments put forward by the opponents of the negotiations were also presented by journalists and oppositionists supporting Lech Wałęsa. He thus advances a thesis that it was not political concepts that distinguished radicals from the rest of the opposition, but their specific psychological attitude; this, however, requires further study.

Autor opisuje jego ideowe korzenie i ewolucję od socjalizmu, przez komunizm, do demokratycznego socjalizmu spod znaku Praskiej Wiosny (socjalizmu z ludzką twarzą), aż po przymusową emigrację.

The author describes Lederer’s ideological roots and ideological evolution from socialism through communism, democratic socialism under the banner of Prague Spring (socialism with a human face) to forced emigration.

The presented article discusses Marian Jurczyk’s participation in the so-called “process of eleven” from 1981 to 1984. It presents the protagonist’s drama on the level of personal, family, socio-political and professional life, which was the result of Marian Jurczyk’s participation in events related to the so-called “process of eleven”. A sequence of events leading to Marian Jurczyk’s inclusion in the circle of people covered by the indictment is shown. The focus was particularly on the description of investigative activities related to the indictment of the later President of Szczecin, and then the analysis of evidence that was to lead to the conviction of the accused, i.e. the questioning of witnesses, the explanation of the accused and the content from the period of legal activity of “Solidarity”, which, according to the investigators, was to be reconciled with the then system. The article also shows the activities of the power camp aimed at ending the politically troublesome, in the context of the international situation, trial of the opposition activists, expressed in attempts to get the accused to emigrate and the planned variants of amnesty.

W prezentowanym artykule omówiony został udział Mariana Jurczyka w tzw. „procesie jedenastu” w latach 1981–1984. Przedstawiono dramat bohatera na płaszczyźnie życia osobistego, rodzinnego, społeczno-politycznego oraz zawodowego, który był efektem uczestnictwa Mariana Jurczyka w wydarzeniach związanych z tzw. „procesem jedenastu”. Ukazano ciąg wydarzeń prowadzący do włączenia Mariana Jurczyka w krąg osób objętych aktem oskarżenia. SkoncentroWano się zwłaszcza na opisie działań śledczych związanych z postawieniem w stan oskarżenia późniejszego prezydenta Szczecina, a następnie poddano analizie materiał dowodowy, który miał prowadzić do skazania oskarżonego, a więc przesłuchania świadków, wyjaśnienia oskarżonego oraz treści z okresu legalnej działalności „Solidarności” które, zdaniem śledczych, miały godzić w ówczesny ustrój. W omawianym artykule ukazano również działania obozu władzy zmierzające do zakończenia, kłopotliwego pod względem politycznym, w kontekście sytuacji międzynarodowej, procesu działaczy opozycyjnych, wyrażające się w próbach skłonienia oskarżonych do emigracji oraz projektowanych wariantach amnestii.

This paper presents political and ideological evolution of PAX Association in the early months of the so-called “Carnival of Solidarność [Solidarity]” (August–December 1980). It concentrates on basic assumptions of ideology and program of progressive Catholics’ movement under continuous leadership of Bolesław Piasecki until the end of World War II and on their modifications after his death. It also focuses on the concept of “socialism of the whole nation”, promoted by the Association, self-government, democratization, widening of the so-called “government base”, and development of common ground for national consensus (from the National Agreement Movement to the Great Coalition). It analyses relationships between PAX Association, independent trade unions (NSZZ “Solidarność”) and government apparatus. According to PAX’s program, “Solidarność” was not just a typical trade union, but a social, nation-wide movement for reclaiming of civil laws. Therefore it was supposed to participate in decision making at government level as an independent being, this creating a new “vertical axis” of state structures. During the period of “Carnival of Solidarność” many PAX members joined independent trade unions. The Association contributed significantly to establishment of trade union structures.

W prezentowanym artykule omówiona została ewolucja ideowo-polityczna Stowarzyszenia PAX w pierwszych miesiącach tzw. „festiwalu Solidarności” (sierpień–grudzień 1980). Przedstawiono podstawowe założenia ideologii i programu ruchu katolików postępowych w okresie, gdy kierował nim nieprzerwanie do zakończenia II wojny światowej Bolesław Piasecki, i ich rewizję po jego śmierci. Skoncentrowano się zwłaszcza na lansowanych przez stowarzyszenie koncepcjach „socjalizmu całego narodu”, samorządności, demokratyzacji, poszerzenia „bazy rządzenia”, wypracowania płaszczyzn do porozumienia narodowego (od Ruchu Porozumienia Narodowego do Wielkiej Koalicji). Analizie poddano również relacje pomiędzy PAX a niezależnymi związkami zawodowymi (NSZZ „Solidarność) oraz aparatem partyjno-rządowym. W programie PAX „Solidarność” nie była typowym związkiem zawodowym, ale społecznym (ogólnonarodowym) ruchem rewindykacji praw obywatelskich, dlatego przewidywano, że powinien on uczestniczyć jako podmiot w podejmowaniu decyzji państwowych, tworząc nową „oś pionową” struktur państwowych. W okresie „festiwali Solidarności” z niezależnymi związkami zawodowymi związało się wielu członków PAX. Stowarzyszenie włączyło się czynnie w pomoc przy zakładaniu struktur związkowych.
