Celem artykułu jest wykazanie zmian we wspólnej polityce rolnej w zakresie instrumentów wsparcia rolnictwa i obszarów wiejskich ze szczególnym uwzględnieniem aspektu ochrony środowiska obszarów wiejskich w Wielkopolsce. Na podstawie zaprezentowanych danych obserwuje się wzrost nie tylko ilościowy dopłat bezpośrednich ale też jakości ich oddziaływania wyrażająca się poprzez wprowadzenie zasad cross-compliance, które pozytywnie oddziałują na środowisko naturalne. W artykule dokonano analizy dynamiki tych działań. Podjęto również rozważania co do klasyfikacji instrumentów oraz ich wpływu na poszczególne komponenty rolnictwa i obszarów wiejskich.

The main goal of the paper was to identifying of changing in instruments of Common Agricultural Policy European Union expecially which having positive effect on the natural environment of rural areas in Wielkopolska. To commit an analysis of dynamics direct payment of 1st pillar and instruments in axis 2 Improving natural environment and rural area of 2nd pillar. A line of trends was outlined for individual types of supporting the natural environment of rural areas.

The paper attempts to contribute to the discussion of the agricultural support distribution in the framework of Common Agricultural Policy of the European Union. Author used European Commission statistics of direct payments to explore the distribution patterns across farm holdings in EU Member States. The results show that distribution of direct payments is skewed towards a small number of very large holdings in a few Member States. Across the whole EU, 85% of direct payments funded from common budget went to the largest 19% of their recipients in 2005. In Poland, income from direct payments was also unfairly distributed.
