The Framing of Abortion in the Czech Republic: How the Continuity of Discourse Prevents Institutional Change

Abortion was first legalised in Czechoslovakia at a relatively early date – in 1957. However, unlike in Western Europe, this did not occur as a result of pressure from civil society and the feminist movement. While attempting to explain the continuity and change of abortion institutions in the former Czechoslovakia /Czech Republic, the article focuses on the framing of the debates that preceded the changes in abortion legislation in the Czech Republic since the 1950s. Discourse analysis of media and expert articles, parliamentary debates, and other documents shows that abortion in the Czech Republic was framed as a medical issue since the 1950s, not an issue of women’s rights or bodily citizenship. Gynaecologists were the most important actors in the abortion debates. The effect of this medicalised discourse of abortion was the construction of a specific knowledge on abortion. In spite of existing alternative discourses, this original discourse now hinders the possibility of reframing abortion in terms of women’s reproductive rights and this is reflected in the status quo of the abortion legislation. The continuity of dominant discourse therefore reflects and reinforces the path-dependency of the institutions.

Dyskursy instytucjonalne, jako ogniwo pośrednie, z jednej strony wyznaczają ramy kon-kretnych działań podejmowanych przez pracowników socjalnych, z drugiej ukazują związek tej działalności z szerszymi dyskursami publicznymi (politycznymi). Rozdwojenia, przemiany dyskursów konstruowanych w ośrodkach pomocy społecznej ukazują kondycję i społeczne usytuowanie pracy socjalnej. Obserwowane w ciągu ostatnich dwudziestu lat tendencje strukturalnego przekształcania dyskursów instytucjonalizujących pracę socjalną pozwalają sformułować tezę interpretatywnej deprofesjonalizacji i dehumanizacji tego zawodu. Coraz wyraźniej zewnętrznie strukturyzowana praca socjalna staje się częścią wysublimowanych mechanizmów pośredniego rządzenia społeczeństwem (populacją), będąc też jednocześnie ich ofiarą.

The article presents how the institutional discourses, as an intermediary link, on the one hand frame actions taken by social workers, on the other — connect this activity with the broader public (political) discourses. Dualisation and transformation of the discourses that are to be constructed in social welfare centers indicate the condition and societal position of social work. Over the past twenty years a trend towards structural transformation of discourses on institutionalizing social work has been observed. These changes allow to formulate the main thesis of the article that is of the interpretative deprofessionalisation and dehumanisation of social work as an occupation. Externally structured social work gradually becomes a part of sophisticated mechanisms of an indirect governing of the society (population), being their victim at the same time.
