Istniejące dysproporcje dochodowe w regionie Polski Wschodniej stają się jednym z ważnych współczesnych problemów diagnostycznych. Wynika to z ich wpływu na rozwój gospodarstw domowych (poprzez kapitał ludzki), a co za tym idzie na rozwój gospodarki Polski. Zróżnicowanie dochodów i wydatków na kapitał ludzki jest pochodną zróżnicowania sytuacji społeczno-ekonomicznej regionów Polski Wschodniej kształtowanej przez uwarunkowania historyczne, techniczno-organizacyjne, produkcyjne, społeczno-kulturowe i przyrodnicze. W grupie województw o niskich dochodach znalazły się województwa o małych wydatkach tzw. prosumpcyjnych – związanych z inwestycjami w kapitał ludzki.

Income disproportions that occur in Eastern Poland are becoming an important contemporary diagnostic problem due to their influence on human capital-related development of households. The diversity of incomes and of expenditures on human capital is the result of great differences in socio-economic situation of Eastern Polish regions, which are shaped by historical, technical and organizational, production-related, socio-cultural and natural conditions. Among the voivodeships with the lowest incomes there are those with low so-called ‘prosumptional’ expenditures – the expenditures related to investments in human capital.
