The article presents the concept of competence and financial division of tasks of a local government unit. The hitherto criteria for the division of tasks resulting from competence acts make it difficult to assess the adequacy of funds allocated to particular types of tasks. The concept presented takes into account both competences and funding sources for tasks of local government units. The concept has been developed on the basis of a critical evaluation of the adequacy of funds to the existing division of tasks into own, commissioned and agreed upon. The use of the concept of competence and financial division of tasks of local government units is presented on the basis of the multi-annual programme “State aid in the field of nutrition” as a self-government and government task.

Artykuł prezentuje koncepcję kompetencyjno-finansowego podziału zadań jednostki samorządu terytorialnego. Dotychczasowe kryteria podziału zadań wynikające z ustaw kompetencyjnych utrudniają ocenę adekwatności środków przeznaczonych na poszczególne rodzaje zadań. Zaprezentowana koncepcja uwzględnia zarówno kompetencje, jak i źródła finansowania zadań jednostki samorządu terytorialnego. Koncepcja została opracowana na bazie krytycznej oceny zasady adekwatności środków do obowiązującego podziału zadań na własne, zlecone i porozumieniowe. Wykorzystanie koncepcji kompetencyjno-finansowego podziału zadań jednostki samorządu terytorialnego przedstawiono na bazie wieloletniego programu „Pomoc państwa w zakresie dożywiania” jako zadania samorządowo-rządowego.
