Municipality is obligated to help families who have problems in fulfi lling the functions of care and education of their children. The help includes supporting families in fulfi lling the duty towards children and implementing their rights. Diagnosis of the diffi cult situation of the families may result in the need to place the child at foster family. Success of caring action will depend on the correct selection of foster parents who voluntarily take responsibility for the child’s further educational process and its full development. Therefore, the aim of the article is to analyze and evaluate the selection process of candidates for foster parents. The content of the paper which was prepared based on thematic literature and research results as well as own research /participant observation method/ proves dysfunctional solutions in the fi eld of foster care in the country.

Pomoc rodzinom mającym kłopoty w wypełnieniu funkcji opiekuńczo-wychowawczej należy do obowiązków gminy. Chodzi tu o wspieranie takich rodzin, a przede wszystkim wypełnienie powinności wobec dzieci i realizacji ich praw. Diagnoza trudnej sytuacji rodzin może skutkować decyzją o potrzebie umieszczenia dziecka poza nią, czyli w rodzinie zastępczej. Skuteczność opiekuńczego działania będzie zależeć od właściwego doboru osób, tj. rodziców zastępczych, którzy dobrowolnie wezmą na siebie odpowiedzialność za dalszy proces wychowawczy dziecka, zapewniając mu pełny rozwój. Celem artykułu jest analiza i ocena procesu doboru kandydatów na rodziców zastępczych. Prezentowane treści, przygotowane na podstawie literatury i wyników badań oraz badań własnych (obserwacja uczestnicząca), dowodzą dysfunkcjonalnej rzeczywistości w sferze pieczy zastępczej w kraju.
