The paper contains an accurate characterisation of merit goods against the background of public goods. It shows that the two groups of goods are varied, which means that from the economic point of view institutional solutions, applied for their supply, should be entirely different. Rather, they should resemble the solutions used when supplying private goods. Additionally, a conception of the division of goods has been presented, as it was proposed by E. S. Savas.
