The article raises essential from the author point of view connected matters with the pursuance of liabilities of Poland to farmers in the object of the prestation across entitled organizations of services permissive to farmers to adapt its own farms to requirements of cross-compliance. The author attends that services of entitled subjects within the range adapting of holdings to requirements of the cross-compliance must liberate the wrongly using development potential staying in individualities of farmers and develop him. If instead - in consideration of accepted bad foundations and/or their bad interpretation, which one can succeed in finding in some legal acts from the talked over area - objective services not only that they will not accelerate the desirable process of the transformation of farmers into farming businessmen but among some from them will create claim attitudes, then one ought these acts immediately to improve.

Artykuł „Usługi w zakresie dostosowywania gospodarstw rolnych do wymogów instrumentu wzajemnej zgodności” podnosi istotne z punktu widzenia autora kwestie związane z wypełnianiem zobowiązań Polski wobec rolników w przedmiocie świadczenia poprzez uprawnione organizacje usług pozwalających rolnikom dostosowywać swe gospodarstwa do wymogów instrumentu wzajemnej zgodności. Autor uważa, że usługi uprawnionych podmiotów w zakresie dostosowywania gospodarstw rolnych do wymogów instrumentu wzajemnej zgodności muszą wyzwalać niewłaściwie wykorzystywany potencjał rozwojowy tkwiący w osobowościach rolników i rozwijać go. Jeśli natomiast - z uwagi na przyjęte złe założenia i/lub ich złą wykładnię, jakiej można doszukać się w niektórych aktach prawnych z omawianego obszaru - przedmiotowe usługi nie tylko, że nie przyśpieszą pożądanego procesu przekształcania rolników w przedsiębiorców rolnych ale wśród niektórych z nich będą kreować postawy roszczeniowe, to należy te akty niezwłocznie poprawić.
