Artykuł porusza problematykę wprowadzenia do ustawy o prawie autorskim i prawach pokrewnych w 2015 r. instytucji Public Lending Right ( PLR). Instytucja ta wywodząca się z kultury prawnej XIX-wiecznej zachodniej Europy polega na wynagradzaniu twórców z tytułu bezpłatnych użyczeń ich książek dokonywanych w bibliotekach. W artykule omówione zostały podstawowe uregulowania polskiej ustawy o prawie autorskim i prawach pokrewnych w zakresie PLR w następujących aspektach: instytucje objęte PLR; podmioty uprawnione do otrzymania wynagrodzenia, sposób obliczenia opłaty z tytułu użyczenia egzemplarzy i jej wysokość; płatnik; zarządzający funduszem.

The article raises the issue of the introduction of the Law on Copyright and Related Rights in 2015 regarding Institutions Public Lending Rights (PLR). This institution originated in the legal culture of the nineteenth Century in Western Europe, rewarding authors for the free loan of their books by libraries. The article discusses the basic provisions of the Polish Act on Copyright and Related Rights in the field of PLR, in the following aspects: the institutions covered by PLR; entities entitled to receive compensation, the method of calculating fees and absolute amounts in lending copies (payer; Fund Manager).
