W artykule omówiono i scharakteryzowano podstawowe założenia systemu wynagrodzeń członków korpusu służby cywilnej, zasygnalizowano kluczowe dysfunkcje oraz zaprezentowano istotne wyzwania modernizacyjne w tym zakresie. Aktualnie obowiązujący system nie pozwala na efektywne wynagradzanie pracowników oraz stwarza istotne problemy w pozyskiwaniu wysoko wykwalifikowanej kadry urzędniczej, niezbędnej do realizacji kluczowych zadań państwa.

The article discusses and characterizes basic assumptions behind the remuneration system for members of the civil service, signaling key dysfunctions as well as presenting major challenges for modernization in this realm. The remuneration system currently in force makes it impossible to effectively reward workers and generates major problems in recruiting well–qualified personnel vital for meeting key tasks facing government.
