Artykuł jest analizą zależności między czterema płaszczyznami polityki: dyskursywną (polis), strukturalną (system polityczny), behawioralną (działania polityczne), funkcjonalno-techniczną (polityki publiczne). Autor zaproponował cztery znaczenia pojęcia „polityka” i konwencję językową, która pozwala uchwycić te rozróżnienia.

The article offers a conceptual and theoretical analysis of the relationships that hold among the four domains of politics: the discursive one - polis, the structural one - the political system, the behavioral one - political activity, the functional and technical one - public policies. In the case of each of these domains, policy consists in the application of power to large social aggregates (groups, formations, organizations). However, with reference to each one we may discuss different thematic scopes of power: the discursive plane - the power over meaning, the structural plane - the power over the system, the behavioral plane - the power over the decision-making process, the functional and technical plane - the power over the resources. In my article, I propose to introduce a distinction among the four meanings of the concept of politics and a linguistic convention to capture this distinction. I believe that, on the one hand, it is necessary to develop the analytical capacity of social sciences, and on the other hand, to rationally design, organize and implement political activities, especially public policies. In my opinion, the proposed analytical model has two major methodological advantages: it overcomes the false dichotomy between action and structure, consequently, the dichotomy between ideas-based politics and power-based politics, allows for the gradation of political subjectivity without adopting the view of the world of politics as an organizational hierarchy. I conclude my analysis with the proposition that contemporary politics should be a multi-domain and polyarchic system combining discursive and technical aspects.

The article arranges issues related to explaining social phenomena, primarily political activities. Three types of explanation are mentioned in the literature: a reason explanation, an interpretative explanation (humanistic, understanding) and an integral explanation combining these two. The author discusses the types of explanation, where he replaces the term “causal explanation” with the term “empirical explanation”. Then he characterizes political activities and their results as an object of explanation. In the last part, on two examples, he examines the practice of empirical and interpretive explanation. With reference to the example of interpretive explanation, he recalls abductive reasoning, i.e. inference to the best explanation. In the interpretation process, in the absence of irrefutable evidence, none of the hypotheses can be confirmed. They can only be enhanced or made more attractive. Considering the imperfections of empirical and interpretive explanation, one should strive to use them complementarily.

Artykuł porządkuje kwestie dotyczące wyjaśniania zjawisk społecznych, przede wszystkim działań politycznych. W literaturze wymienia się trzy rodzaje wyjaśnień: wyjaśnienie przyczynowe, wyjaśnienie interpretacyjne (humanistyczne, rozumiejące) oraz wyjaśnienie integralne, łączące te dwa. Autor omawia rodzaje wyjaśniania, przy czym termin „wyjaśnianie przyczynowe” zastępuje terminem „wyjaśnianie empiryczne”. Następnie charakteryzuje działania polityczne i ich rezultaty jako przedmiot wyjaśniania. W ostatniej części, na dwóch przykładach analizuje praktykę wyjaśniania empirycznego i interpretacyjnego. W odniesieniu do przykładu wyjaśniania interpretacyjnego przywołuje wnioskowanie abdukcyjne, czyli wnioskowanie do najlepszego wyjaśnienia. W procesie interpretacji, przy braku niezbitych dowodów, nie da się potwierdzić prawdziwości żadnej z hipotez. Można je tylko uprawdopodabniać lub uatrakcyjniać. Biorąc pod uwagę niedoskonałości wyjaśniania empirycznego i interpretacyjnego, należy dążyć do stosowania ich komplementarnie.

The automotive industry in Silesia province is becoming more important. It is influenced by many factors among which one of the most important are political activities of the self‑government authorities in Silesia province together with government administration. For example, the element of political activities was “The regional contract for the Katowice province” and Silesian Region Development Strategy. As the result of this activity, the Katowice Special Economic Zone was established, what was clearly affected and continues to affect the creation of new ones and the expansion of existing plants related to the automotive industry. For example, they are Fiat Auto Poland, Opel, Isuzu, Magneti Marelli. The development of this branch of industry is a great opportunity for a big technological leap and restructuring of the economy for Silesia province and for Poland.

Przemysł motoryzacyjny w województwie śląskim zyskuje na znaczeniu. Wpływ na to ma wiele czynników, spośród których działania polityczne władz samorządowych województwa śląskiego wraz z administracją rządową należą do jednych ważniejszych. Elementem działań politycznych był m.in. „Kontrakt regionalny dla województwa katowickiego” oraz Strategia Rozwoju Województwa Śląskiego. W wyniku tej aktywności powstała Katowicka Specjalna Strefa Ekonomiczna, co wyraźnie rzutowało i nadal rzutuje zarówno na powstawanie nowych, jak i rozbudowę już istniejących zakładów związanych z branżą motoryzacyjną. Są to m.in. Fiat Auto Poland, Opel, Isuzu, Magneti Marelli. Rozwój tej gałęzi przemysłu staje się dużą szansą na skok technologiczny oraz restrukturyzację gospodarki dla województwa śląskiego i dla Polski.
