Nowadays, the requirements and expectations of universities are increasing along with globalization. The functions of Research and Development and the doctorate programmes which aim to support education and train the academic staff, came to the fore with globalization. The doctorate programmes in European countries cannot be updated fast enough and quotas for these programs are insufficient in some regions – faster balancing seems to be the must. The Decision Support System (DSS) can be a solution to the problem. In this study, the candidates’ demand of the universities, the public-private organizations and R&D centres are included to a model. As a result DSS will help us identify the need for candidates and develop PhD planning strategies by analysing the current situation of the university policies through the innovative model balancing the supply-demand for PhD candidates – including formulae of doctorate implementation (recently introduced in Poland).

The issue of managerial competencies is important due to the fact that it is the management staff who are responsible for developing a corporate strategy, especially as far as SMEs are concerned. A process of competence development in SMEs is worth being investigated as it proceeds differently than in big organizations, the experience of which is used in the presented research. SMEs are the driving force of economy in well developed countries. Their competitiveness is largely determined by their managers’ competencies. They are inextricably linked with the process of education. Education systems and school curricula equip young people with knowledge and skills that are the basis for the later development of professional competencies and the ability to learn throughout one’s life. They are complemented by the process of lifelong learning, various forms of non-formal education and self-education. On the other hand, knowledge of competencies necessary for a given position (in this case managerial) is a source of knowledge for the development of an educational process fulfilling the needs of the labour market. The presented study covers the findings of a test survey, purpose of which was to identify the importance of key managerial competencies, competencies needed by managers in SMEs, and to define a set of competencies that managers wish to develop.

The author of the article points to conflicts resulting from several consecutive politically and ideologically motivated moves of both structural and curricular school reform, and outlines far-reaching, negative consequences of such activities. She explains differences between such concepts as carricular basis and curriculum and analises possible misunderstanding or misinterpretations which are likely to occur if these concepts are confused with each other or wrongly defined. Moreover, she describes the inviolable order of several necessary procedures which will need to be undertaken while planning the reform, if the reform is to succeed at all. She also draws the reader’s attention to the cultural and civilizational context in which the contemporary school functions, and questions the actual purpose and the point of boad general school education under the circumstances where the cultural paradigms are suddenly changed. She considers teacher training to be of paramount importance here and emphasises the fact that it is necessary to perceive the concept of methodics as a social activity which involves multiple fields of study. Furthermore, she suggests that politicians should be excluded from influncing the educational system directly.
