The elections are an important element of the political system; indicator of the proper functioning of a democratic state. It is also the method for selection of the persons who will hold certain positions, public ofices and will represent the interests of the electorate.

The paper reports the Third International Conference “Challenges of Contemporary Electoral Law” that took place in Toruń on June 12, 2015. It presents the discussion and conclusions of the expert panel chaired by Professor Andrzej Sokala, the leading expert in the constitutional and electoral law in Poland. The conference report describes challenges and solutions which has been discussed during the meeting by scholars, representatives of the judiciary and professional experts. Moreover, it introduces main issues which Polish electoral authorities has to face in the close future, as well as it presents different opinions of the question of transparency, fairness and reliability of Polish electoral regulations and institutions.

The paper presents results of empirical research of election coverage in Poland 2005. The case of correlation of media content and public polls is described. The author is going to confi rm the functioning of an agenda-setting mechanism in the Polish TV news programs. Directions of use of public pools and methods of presentation of outcomes were analyzed.

Propozycja wprowadzenia większościowego systemu wyborczego stała się jednym z ważniejszych elementów walki wyborczej w wyborach prezydenckich w Polsce 2015 r. Towarzyszył jej zarzut co do wpływu proporcjonalnej ordynacji wyborczej na upartyjnienie życia politycznego w Polsce. Celem artykułu jest obalenie tego zarzutu i prezentacja słabości większościowych systemów wyborczych na podstawie doświadczeń brytyjskich. W artykule posłużono się metodą porównawczą, historyczną i analityczną, aby udowodnić słuszność tezy, że wpływ partii politycznych w systemie politycznym nie ulegnie zmniejszeniu po wprowadzeniu większościowej ordynacji wyborczej. Problem badawczy stanową ponadto przyczyny i konsekwencje stosowania proporcjonalnej ordynacji wyborczej w Polsce w świetle tzw. kryzysu demokracji.

The proposal to introduce a majority voting system has become one of the most crucial elements of rivalry in the Polish presidential campaign of 2015. It was accompanied by an accusation that the proportional voting system seemingly affects the political life in Poland, making it more and more party-dependant. The aim of the present article is to refute the above accusation and present the weaknesses of the majority voting systems, based on British political system. Comparative, historical and analytical methods will be used in order to substantiate the thesis of the article, i.e. that political parties’ influence will not be reduced due to the introduction of the majority voting system. Moreover, the article will also discuss the reasons behind and consequences of using the proportional voting system in Poland, in the light of the so called “crisis of democracy”.
