The legal basis for electromobility development for the European Union Member States is Directive 2014/94/EU of the European Parliament and of the Council of 22 October 2014 on the deployment of alternative fuels infrastructure. It provides common framework for measures related to the development of alternative fuels infrastructure in the EU, in order to minimise the dependence on oil, and to reduce the impact of transportation on the environment. Article 3 of Directive 2017/94/ EU imposes on the Member States an obligation to establish a national framework of market development policy in relation to alternative fuels in the transportation sector, and to provide appropriate infrastructure. To this end, the Strategy for Responsible Development by 2020 (Polish: Strategia na rzecz Odpowiedzialnego Rozwoju (SOR) do roku 2020) – with the perspective to 2030 – has been elaborated in Poland, as well as governmental operational documents and legal acts, including the Act of 11 January 2018 on electromobility and alternative fuels. The Supreme Audit Office has exa mined how the provisions of this Act are implemented in Poland. In her article, the author presents the objectives of the Act and its role in the economy’s development. The reasons for failures in the infrastructure development to date are also discussed, as well as projects for constructing such vehicles in Poland. The article shows how local authorities have been introducing electric cars into their fleets.

Unia Europejska od wielu lat usiłuje zmniejszyć ilość zanieczyszczeń pochodzących z transportu miejskiego. Ma na to wpływ między innymi wykorzystywanie paliw alternatywnych w transporcie, np. energii elektrycznej. Najwyższa Izba Kontroli sprawdziła jak w Polsce realizowane są założenia ustawy o elektromobilności. W artykule przedstawiono cele jej uchwalenia i wskazano rolę w rozwoju gospodarki. Wyjaśniono powody dotychczasowych niepowodzeń w tworzeniu infrastruktury do ładowania samochodów elektrycznych oraz projektów budowy takich pojazdów. Pokazano jak gminy radzą sobie z ich wprowadzaniem do swoich flot.
