The purpose of the article is to create a mechanism for making investments by enterprises and institutional participants in the building energy cluster. The authors explore the possibility of attracting additional financial resources for implementing energy saving measures through issuance of municipal bonds and compensatory financing on the basis of tax deductions (Tax Increment Financing – TIF). The study of the practice of local borrowing in Ukraine has demonstrated the fragmented nature of the existing system. However, provided the appropriate regulatory and legal framework and the experience of other countries are taken into account, the development of the local borrowing market can be a source of financial resources for the implementation of energy saving projects. According to the results of the study of the financial compensatory technology "Tax Increment Financing" (TIF), proposals for the formation of a mechanism for making investments by enterprises and institutional participants in the building energy cluster are provided, where its structure identifies the levers, tools, methods of funding energy-saving measures, the coordination center of the energy cluster has been determined and participants of this integration formation are proposed.

An investigation of energy consumption saving opportunities in Jordanian pharmaceutical industry has been carried out in this paper, current status of energy consumption, possible saving techniques, and recommendations that could be implemented successfully through Energy Saving Program (ESP) is explored. All variables that influence energy consumption are considered accordingly using a suitable methodology. This methodology integrates a simulation programs into the analysis process; thereafter an accurate analysis and a reliable assessment for energy consumption is provided. HAP 4.41software has been used to simulate and to calculate energy consumption and costs. One biggest Jordanian pharmaceutical facility that produces Penicillin and Cephalosporin products is considered as an illustrative example, the facility consists of four main energy consumption centers and includes consuming systems namely; HVAC (Heating, Ventilating and Air Conditioning system), lighting, compressed air, steam boilers, and miscellaneous equipments like computers, refrigerators, fume hoods, etc. Historical energy consumption quantities are estimated, details of energy data are tabulated accordingly input data files for the computer simulation method using HAP 4.41 are created. Energy saving recommendations has been decided and incorporated into the ESP system. The paper concluded with a good quality room of energy saving opportunities that mirrored positively on the national energy bill with a reduction of 13% of the total annual energy consumption.

One of the most important goals of the EU is to counteract the negative consequences of climate changes due to, among other, the activities of the energy sector, and to reduce the related emission. These are also the basis of the European policy aimed at limiting the effects of adverse factors on climate. The European Union committed to obtain, in 2020, 20 percent savings in primary energy in relation to the 2007 forecast. The objective of the audit was to examine whether the initiatives taken in order to improve energy effectiveness actually guaranteed reduced use of energy. The focus of the audit was to evaluate the comprehensiveness of the national system for energy effectiveness improvement, and the effectiveness of financial and non-financial support instruments. The audit covered the years 2016–2019, and it was conducted at state administration offices, as well as the enterprises that fulfilled those obligations or that used public funds for activities related to the audit topic.

Przeciwdziałanie negatywnym skutkom zmian klimatu, których przyczyną jest m.in. działalność sektora energetycznego oraz ograniczenie związanych z nią emisji zanieczyszczeń do środowiska jest jednym z najważniejszych celów UE. Dlatego Unia Europejska przyjęła osiągnięcie 20% oszczędności energii pierwotnej w 2020 r. w stosunku do prognoz z 2007 r. Celem kontroli NIK było zbadanie, czy przedsięwzięcia podejmowane na rzecz poprawy efektywności energetycznej zapewniały zmniejszanie zużycia energii. Oceniono zwłaszcza spójność krajowego systemu poprawy efektywności energetycznej oraz skuteczność finansowych i pozafinansowych instrumentów wsparcia. Badaniem dotyczącym lat 2016–2019 objęto urzędy administracji państwowej, a także przedsiębiorstwa realizujące takie obowiązki lub korzystające z pomocy publicznej na działania związane z przedmiotem kontroli.
