W Polsce po wprowadzeniu w roku 1998 reformy administracyjnej oraz po akcesji do Unii Europejskiej w roku 2004 stało się możliwe zastosowanie strategicznego programowania rozwoju nie tylko na poziomie centralnym (interregionalnym), ale także regionalnym (intraregionalnym). W pierwszej części tego opracowania opisano dotychczasowe doświadczenia programowania rozwoju na poziomie województw, które są równocześnie obszarami typu NUTS 2 Unii Europejskiej. W drugiej części przedstawiono znaczenie europejskiej polityki spójności dla wdrożenia strategicznego podejścia do rozwoju na poziomie regionalnym. Krajowe uwarunkowania programowania rozwoju regionalnego zmieniły się całkowicie w ciągu ostatniej dekady, dlatego wprowadzono koncepcję trzeciej generacji strategii rozwoju regionalnego. Wreszcie przedstawione zostało znaczenie nowego paradygmatu rozwoju regionalnego, zaproponowanego przez OECD i Bank Światowy. W części końcowej artykułu określono kluczowe wnioski oraz zaproponowano rekomendacje dla przyszłej polityki.

In Poland after implementation of administrative reform in 1998, and after accession to European Union in 2004 was possible to apply strategic programming of socio-economic development not only on central (interregional programming) but also on regional (intraregional programming) level. In first chapter experiences of such programming in voivodships, which are also NUTS 2 regions, were presented. In second chapter importance of European cohesion policy for implementation of strategic approach on regional level was elaborated. Domestic circumstances of regional development programming in Poland changed dramatically during last decade, so concept of third generations of regional development strategies was introduced. Finally the role of new paradigm of regional development policy proposed by OECD and The World Bank was elaborated. In last part of that paper key findings and policy recommendations for the future were proposed.

The spatial perspective of health inequality gained in importance as a result of the European cohesion policy, a significant dimension of which is equalization of spatial living conditions, and among them an equal access to the health services. The cohesion policy reflects a new approach to the health policy, in which impact on factors determining health is taken into account, and not only on creating a better health care system for people who already have health problems. In this context, the article is aimed at presenting new directions of both health and spatial European policy and more general strategies of Europe development. It shows new methodological approach in presentation of territorial division and indicators used. It also presents the results of research on health inequalities between regions in the European countries. The article is an expression of a concern for insufficient perceiving in Poland a phenomenon of health inequalities in the spatial dimension, whereas there are possibilities and means to diminish them within the European strategy, European cohesion policy and European funds.
