IBOR manipulation imposed new benchmark regulations that forced the market to enter a path of the reform of the existing financial indices and the creation of new ones. The paper describes the evolution of two IBOR panels: one representing a global financial benchmark LIBOR, and the other representing a local PLN benchmark, WIBOR. The paper provides a quantitative analysis of partial quotes of IBOR panellists and suggests that economic integrity measures should be introduced for IBOR panels. The aim of the research is to define a set of tools that provide information regarding the efficiency of the process of the production of the interest rate benchmark. The research is supplemented with a behavioural analysis of the banks’ decision-making process that interferes the contribution of IBOR data. The integrity measures can help market users and financial authorities in evaluating the quality of current and past panels and identifying behavioural factors impacting on partial quotes of the contributing banks.

Although IBOR rates are widely used on the financial market, the Global Financial Crisis has resulted in discussion on the information value of them. As a consequence, financial market participants face the challenge of benchmark reform. In particular, this problem concerns the Polish credit market, which is dominated by floating rate loans. In the light of new regulation, this may led to a serious financial stability risk, related both to the methodology adopted as well as the schedule of implementation. Therefore it seems important to review the work carried out in this field on the domestic financial market, together with the analysis of the opportunities and threats resulting from the adopted solutions.

Istotnym skutkiem kryzysu finansowego z 2008 roku jest globalna dyskusja na temat wartości informacyjnej powszechnie stosowanych indeksów rynku pieniężnego typu IBOR. Jej konsekwencją jest reforma szeroko rozumianych wskaźników referencyjnych. W sposób szczególny problem ten dotyczy krajowego rynku kredytowego, na którym dominują produkty oparte o zmienną stopę procentową, indeksowane do stawek typu IBOR. W świetle nowych regulacji prawnych może to oznaczać poważne ryzyko dla stabilności systemu finansowego, związane zarówno z ostatecznym kształtem wskaźników referencyjnych, jak również terminem ich opracowania. Istotny wydaję się stąd przegląd prac prowadzonych w tym zakresie na rynku krajowym wraz z analizą szans i zagrożeń wynikających z przyjęcia poszczególnych rozwiązań.
