The author claims that total financial flows within the state budget should be the basis for calculating its value and a key element of public finance management. The article analyses the financial flows within the state budget in Poland in 2007–2016. It also explores the reasons for fluctuations in the budget value and its structure.

The international environment, through the global market, and in this context financial flows due to their scale, has an ever stronger and increasingly significant impact on the Polish economy. On the one hand, this involves European funds and other financial instruments as well as foreign direct investment or cash flow. This article is an attempt to determine the scale of international financial flows between various market participants in Poland in the last few years and to identify available international financial instruments created for the development needs of EU countries. Therefore, the aim of the article is to present the opportunities and threats posed by international financial transfers and financial instruments for the Polish economy.

Otoczenie międzynarodowe, poprzez globalny rynek, w kontekście przepływów finansowych ze względu na ich skalę, ma coraz większy i coraz bardziej istotny wpływ na polską gospodarkę. To z jednej strony środki europejskie oraz inne instrumenty finansowe, jak też bezpośrednie inwestycje zagraniczne czy przepływy środków pieniężnych. Artykuł ten jest próbą określenia skali przepływu międzynarodowych strumieni finansowych pomiędzy różnymi uczestnikami rynku w Polsce w ostatnich kilku latach oraz wskazania na dostępne międzynarodowe instrumenty finansowe stworzone na potrzeby rozwojowe krajów Unii Europejskiej. W związku z tym celem artykułu jest przedstawienie szans i zagrożeń, jakie niosą międzynarodowe transfery finansowe oraz instrumenty finansowe dla polskiej gospodarki. Słowa kluczowe: przepływy finansowe, międzynarodowe instrumenty finansowe, rozwój gospodarczy.
