The article attempts to define the essence and functions of cities with poviat rights in the structure of the local government of Poland. As part of the characteristics of the budget revenues of these territorial units, attention was drawn to the dual nature of incomes resulting from performing the functions of a commune and a poviat. The importance of own income in the freedom to shape the goals of regional policy was indicated. It was shown that the year of the pandemic had a negative impact on the financial independence index of cities with poviat status in Mazowieckie voivodship.

W artykule podjęto próbę określenia istoty i funkcji miast na prawach powiatu w strukturze samorządu terytorialnego Polski. W ramach charakterystyki dochodów budżetowych tychże jednostek terytorialnych zwrócono uwagę na dwoistość wpływów wynikających z pełnienia funkcji gminy i powiatu. Wskazano na znaczenie dochodów własnych w swobodzie kształtowania celów polityki regionalnej. Wykazano, że rok pandemii negatywnie odbił się na wskaźniku samodzielności finansowej miast na prawach powiatu w województwie mazowieckim.
