Finansowanie ubezpieczeń społecznych może być ważnym czynnikiem braku równowagi budżetowej i wzrastania długu publicznego, jak też powodować wzrost fiskalizmu przejawiającego się we wzroście pozapłacowych kosztów pracy. Różnica między całkowitym kosztem pracy, ponoszonym przez pracodawcę, a wynagrodzeniem netto, otrzymywanym przez pracownika, stanowi pozapłacowe (fiskalne) koszty pracy, określane także jako klin podatkowy. Podstawowymi składnikami pozapłacowych kosztów pracy są podatki i składki na ubezpieczenia społeczne. W opracowaniu przeanalizowano zależności pomiędzy fiskalnymi kosztami pracy i strukturą PKB wskazując na istotną zależność między odsetkiem PKB przeznaczonym na interwencję państwa na rynku pracy a klinem podatkowym.

Financing of social insurance can be an important factor in the lack of a balanced budget and growing public debt. It can also increase the tax burden manifested in the growth of non-wage labor costs. The difference between total labor costs, incurred by the employer and the net wage, received by the employee, is a non-wage (fiscal) labor cost, also referred to as the tax wedge. The basic components of non-wage costs are taxes and social security contributions. This study analyses the relationship between fiscal costs of labor and the structure of GDP indicating a significant correlation between the percentage of GDP dedicated to state intervention in the labor market and the tax wedge.
