In the first part of the article, the author performs a synthetic comparison of the solutions of the acts concerning compensation and financial aid for entrepreneurs as a result of natural disasters: flood in 1997; flood in 2010; the COVID-19 epidemic in 2020. The author also analyzes the constitutionality of the legal solutions introduced in connection with the epidemic, without however deciding whether the above solutions are consistent or inconsistent with the constitution. Finally, it indicates specific solutions to normative acts, trying to define their nature according to the key; compensation nature, assistance for entrepreneurs.

W pierwszej części artykułu autor dokonuje syntetycznego porównania rozwiązań ustaw dotyczących odszkodowań i pomocy finansowej dla przedsiębiorców w wyniku wystąpienia klęsk żywiołowych: powodzi w 1997 roku, powodzi w 2010 roku, epidemii COVID-19 w 2020 roku. Autor dokonuje również analizy konstytucyjności rozwiązań prawnych wprowadzonych w związku z epidemią, nie orzekając jednak, czy rozwiązania powyższe są zgodne, czy też niezgodne z konstytucją. Wskazuje także konkretne rozwiązania aktów normatywnych, próbując określić ich charakter według klucza: charakter odszkodowawczy, pomoc dla przedsiębiorców.
