Purpose. To disclose the effectiveness of management of the development of medium and small business in Ukraine. Methods: The study uses descriptive method based on a literature review. Results: In the industrialized countries of the world, medium, small enterprises as well as business involved individuals – entrepreneurs play an important role in ensuring development of national economies. They create new jobs and are the basis for training of highly skilled managers. Therefore, these cоuntries through taxуs and other cоnditions providе favourable еnvironment for the devеlopment of small and mеdium businesses. To support small and medium enterprises in foreign countries governmental policy include their involvement into the state contracts execution, provision of loan guarantees, corporate tax rates reduction, full dismissal from income tax during first years of an enterpise performance, the introduction of accelerated depreciation of buildings, encouragement of capital investments. Understanding the important role of medium and small enterprises in ensuring the development of the country's economy has encouraged Ukrainian legislators to introduce a simplified system of taxation of small enterprises and a special regime for taxation of individuals-entrepreneurs. These changes in the Ukrainian taxation system have given impetus to the development of small and medium businesses. However, the lack of an effective regulatory policy and system of legal protection as well as an increase in the tax burden due to the financial and economic crisis do not allow such enterprises to play a key role in the Ukrainian economy. So, to stimulate the development of small and medium-sized enterprises Ukraine should not be limited to introducing a preferential taxation regime for them, but should take advantage of other countries’ experience implementation. Considering foreign experience and analysis of the small and medium business activity in Ukraine have shown that besides the preferential tax regime, many other factors such as policy of the state investments and innovations promoting, getting loans, conducting training of young leaders, assistance in establishing cooperation with large domestic enterprises, and access to international markets, as well as protection against unlawful encroachment have made significant influence on its development. Therefore, creation of favourable tax, legal, financial-credit, investment and innovation environment, involvement in state orders fulfillment and promotion of foreign economic activity should become the basis for the development of small and medium businesses and the economy of Ukraine.

The article sets out the content of the main theses of Ukrainian and foreign scientific works on the European policy of the Benelux countries. The author determines the role of the Union of Benelux in the European space. Benelux is an important alliance for both member states and for the European continent as a whole. It played a key role in restoring the economies of Belgium, the Netherlands and Luxembourg after the Second World War. The Union of Belgium, Luxembourg and the Netherlands also served as a catalyst for the establishment of the Community of Coal and Steel in 1950 and, ultimately, of the European Economic Community (EEC) in 1957. The success of the Union can be explained by the joint efforts of the three Member States. The historiography of the topic includes some scientific spectrum and volume of literature, which consists mainly of works on the foreign policy of individual countries that are part of the Benelux union. In the national historiography, attention is paid to the problems of Ukrainian-Belgian, Ukrainian-Dutch, and others relations of different historical periods. On the other hand, in foreign historiography, the problem of the historical evolution of political mechanisms to ensure the functioning of the foreign policy of the Benelux countries is considered in great detail. Some studies were devoted to the relations between the European Union and the Union of Belgium, Luxembourg and the Netherlands, namely the impact of the European Union on the national identity of the Benelux countries. Several works consider the interaction of the Benelux countries on the international scene. A considerable number of works highlights the conceptual problems of the foreign policy of the Benelux countries and their influence on the international arena both in historical aspect and at the present stage. It is concluded that the foreign policy of the Benelux countries towards Ukraine was studied by foreign authors. Most of the works consider the issues of the establishment of Ukraine-Benelux relations only in terms of relations between Ukraine and the European Union as a single organism.

Today the issues and problems of socio-economic development of the Republic of Belarus, its modernization, the use of tools for implementing theoretical, methodological and practical aspects of the national economy development, macroeconomic regulation in the country in the context of performing tasks of a socio-economic nature, institutional mechanisms for ensuring sustainable economic growth of Belarus remain extremely relevant and contain considerable potential for further scientific research. Over the 30 years of its independence, the Republic of Belarus has experienced a decline in the 90s of the twentieth century, caused by the severance of socio-economic ties with other components of the unified state before, as well as a number of crises that had a political basis of external and internal nature. Based on this, the need for modernization of the country became more acute for the legislative and executive authorities. The agenda includes improving the macroeconomic situation in the Republic of Belarus in the context of fulfilling the tasks of socio-economic development. Institutional mechanisms to ensure sustainable economic growth continue to require change and development. A program-based approach to socio-economic modernization is recognized as one of the main elements for solving the set of tasks in the Republic of Belarus. Given the importance and determining role of the manufacturing sector in the formation of the country’s GDP and the role of economic balance, the need for state support for production and infrastructure facilities that can serve as the basis for rapid economic recovery is proved. Based on the conducted research, there is drawn attention to potential risks for the national economy and directions for their neutralization, certain aspects of the country’s external partnership, are considered, as well as demographic development of the state in the context of its impact on the development of Belarus in the future. There are noted positive and negative aspects of the development of the modern Belarusian State.

Сьогодні питання та проблеми соціально-економічного розвитку Республіки Білорусь, його модернізації, застосування інструментів реалізації теоретико-методологічних та практичних аспектів розвитку національної економіки, макроекономічного регулювання в країні в контексті виконання завдань соціально-економічного характеру, інституційних механізмів забезпечення стійкого економічного росту Білорусі залишаються вкрай актуальними та містять чималий потенціал подальших наукових досліджень. За 30 років своєї незалежності Республіка Білорусь пройшла спад 90-х рр. ХХ ст., викликаний розривом соціально-економічних зв’язків із іншими складовими колись єдиної держави, а також низка криз, які мали політичне підґрунтя зовнішньої та внутрішньої природи. Виходячи із цього, перед органами законодавчої та виконавчої влади загострилась необхідність модернізації країни. На порядок денний вийшли питання вдосконалення макроекономічного стану в Республіці Білорусь в контексті виконання завдань соціально-економічного розвитку. Продовжують вимагати змін та розвитку інституційні механізми для забезпечення стійкого економічного зростання країни. Одним з головних елементів щодо вирішення комплексу поставлених завдань в Республіці Білорусь визнано програмно-цільовий підхід щодо соціально-економічної модернізації. Зважаючи на вагомість і визначальну роль виробничої сфери у формуванні ВВП країни та роль збалансованості економіки, доводиться необхідність державної підтримки виробництв і об’єктів інфраструктури, які можуть служити основою для швидкого відновлення економіки. На основі проведеного дослідження привернута увага до потенційних ризиків для національної економіки та напрямів їх нейтралізації, розглянуті окремі аспекти зовнішнього партнерства країни, а також демографічного розвитку держави в контексті його впливу на розвиток Білорусії в майбутньому. Відзначені позитивні та негативні сторони розвитку сучасної білоруської держави.

Inspiracją do napisania niniejszego opracowania są równolegle prowadzone badania warunków internacjonalizacji działalności gospodarczej i jej modeli w Polsce i w Ukrainie. W artykule zawarto kluczowe zagadnienia z przeprowadzonych wywiadów oraz wnioski z analizy dokumentacji aktów prawnych związanych, w szerokim znaczeniu, z zakładaniem biznesu na Ukrainie. Przytoczono także nazwy dokumentów związanych z podstawowymi regulacjami w tym względzie. Z wykonanych badań wynika, iż nastąpiły poważne ułatwienia prawne dla zakładania działalności gospodarczej na Ukrainie. Jest to pierwszy krok w kierunku zbudowania korzystnej atmosfery. Istnieje wciąż jednak wiele uwarunkowań, które często zniechęcają polskich przedsiębiorców do ekspansji zagranicznej w kierunku Ukrainy i to nad nimi rządy obu krajów winny się pochylić.

The inspiration to create this summary was research carried out on the Polish–Ukrainian internationalization of business activity conditions and their models. The article contains conclusions based on the authors’ interviews with Ukrainian businessmen and government officials, as well as an analysis of legal acts related to establishing a business in Ukraine by members of the Polish business community. A reference to fundamental regulations is presented. The research shows that serious legal easements for starting a business in Ukraine have occurred. This is the first step towards building a positive atmosphere. However, there are many factors which often discourage Polish entrepreneurs to initiate foreign expansion towards Ukraine and, on this basis, beyond its borders. The governments of both countries should pay attention to them. In this context, the article contains initial provisions for improving the legislative base of Ukraine in the field of internationalization. For Polish entrepreneurs, the basic recommendations for establishing a business in Ukraine are justified.
